Job summary

UES Holdings Pte. Ltd. is seeking an experienced Control & Automation Engineer to design, program and Commission PLC/DCS and SCADA systems for water/wastewater projects in Singapore.

You will develop system architectures, data networks, and ICA panels while collaborating with clients, consultants and subcontractors to meet project specs and timelines. Qualifications

• Diploma or higher in Electrical & Electronic Engineering or instrumentation/controls.
• Experience in selection, installation, testing and commissioning of instrumentation.
• Experience in ICA engineering works, ideally in water/wastewater projects.
• Programming PLC/DCS and SCADA using LD, ST and FB languages.
• Familiar with Siemens/Schneider/Allen-Bradley/ABB hardware and software.
• Knowledge of cybersecurity standards or related qualifications is advantageous.
• Experience in ICA panel design and project execution coordination.
• Proficient with AutoCAD 2D/3D; MicroStation knowledge is a plus.
• Minimum 3 years in control system programming; fresh graduates considered.
• Able to work in Tuas South and Changi East areas, Singapore.

Responsibilities

• Prepare and review Control and Automation specifications per client request.
• Lead design works for control system architecture, data networks, PLC/DCS, SCADA and related tasks.
• Program PLC/DCS/SCADA using LD/ST/FB for various brands.
• Design control systems with appropriate communication protocols and cybersecurity.
• Produce drawings and documents: system architectures, GA, wiring, I/O lists.
• Handle hardware procurement, specs, clarifications and bid analysis.
• Collaborate with internal teams, clients, consultants, vendors and subcontractors.
• Coordinate with subcontractors on design submission and standards compliance.
• Support project activities: schedule, progress claims, and work progress.
• Oversee field installation, testing, commissioning and site-proving activities.
• Address client comments and secure approvals for ICA works; resolve site issues.

Job Description

• Prepare and review Control and Automation Works specifications as client requested.
• Assist the ICA Lead and manage the engineering design works for the Control System Architecture, Data Communication Networks, and Programmable Logic Controller / Distributed Control System (PLC/DCS) and Supervisory Control and Data Acquisition (SCADA) and any other works as required.
• Program for any of the PLCs like Siemens, Schneider, AB, ABB and others with language of Ladder Diagram (LD), Structure Text (ST) and Functional Block (FB).
• To design the control system as required communication protocol and Cybersecurity Standards.
• Prepare and generate related drawings and documents, such as System Architecture Drawings, GA and Wiring Diagram, Termination Drawings, Loop drawing, I/O list…etc.
• Handle hardware package and procurement including technical specifications preparation, technical clarification, technical bid analysis, etc.
• Collaboration with multiple stakeholders including internal teams of different trades, clients, consultants, other packages contractors, sub-contractors and vendors to ensure success of the project.
• Prepare, review and liaison with subcontractor(s) in the design and submission, ensuring all project specifications and design standards are met.
• Work with cross function project team to support project activities, i.e. schedule, process, progress claims, work progress, etc.
• Manage and supervise the project execution, site installation, inspection, testing and commissioning, plant proving related to Control and automation system and interface works with other disciplines and all stakeholders.
• Attend to clients’ comments and ensure clients’ approval & acceptance to all ICA related design, installation and Testing & Commissioning Works.
• Resolve the site technical related matters.

Design, Engineering, FAT, Installation, Testing and Commissioning of:-

• System Control PLC/DCS and SCADA.
• Input / Output list
• Data Communication Network and ICA Panels.
• Instrumentation.
• FAT and SAT of Interfacing Panels, Instruments, Pumps, etc.

Requirements

• Diploma in Electrical & Electronic Engineering / Instrumentation & Control Engineering / Mechatronics /Advanced Diploma in Process Control and Instrumentation or equivalent.
• Experience in Selection, Installation, Testing and Commissioning of the Instrumentation.
• Experience in ICA engineering Works, preferably in water/wastewater projects will be an added advantage.
• Experience in Programming of PLC/DCS and SCADA with language of Ladder Diagram (LD), Structure Text (ST) and Functional Block (FB).
• Familiar with any of PLCs like Siemens, Schneider, AB, ABB and others, both in hardware and software.
• Familiar with Cybersecurity standards or with any type of certified qualification for Cybersecurity will be an added advantage.
• Experience in ICA panel design will be an added advantage.
• Experience in Project Execution, Supervising and Coordination with subcontractors, consultant and Client.
• Good knowledge in Autocad 2D, familiar with Microstation and Autocad 3D software will be an added advantage.
• Good technical understanding and experience in water, wastewater and environmental engineering works will be an added advantage.
• Meticulous and analytical with excellent problem-solving skills.
• Able to work under tight deadlines.
• Highly motivated and ability to work independently with minimal supervision.
• Minimum 3 years relevant experience in programming of control system. Candidate with more than 5 years experiences can be considered as senior level.
• Fresh graduated candidates are also welcome.
• Able to work in the Tuas South area and Changi East area in Singapore.
