Job summary

Housing & Development Board is seeking a role focused on strengthening resilience through enterprise risk management and crisis planning. You will work with internal stakeholders and WOG agencies to drive risk management policy, tools, and governance, and to embed risk-aware decision making across the organization.

The ideal candidate will have a background in business, IT or risk management, strong analytical and communication skills, and a proactive, mission-driven mindset to foster a culture

• You lead the review and enhance HDB's Enterprise Risk Management (ERM) framework to strengthen enterprise risk governance and reporting. This includes developing risk management policies, methodologies and tools, working with group risk leads to identify, assess and monitor enterprise-level risks, track mitigation measures, and provide senior management with clear insights on changes in HDB’s risk environment.

You will be part of the core team that is responsible for strengthening the Board's resilience to anticipate, prepare for and respond to a broad spectrum of risks, operational disruptions, civil and national emergencies. Working closely with internal stakeholders and Whole-of-Government (WOG) agencies, you will drive strategic initiatives to enhance HDB's organisational resilience through enterprise risk management, civil and national emergency planning.

[What you will be working on]

You lead the review and enhance HDB's Enterprise Risk Management (ERM) framework to strengthen enterprise risk governance and reporting. This includes developing risk management policies, methodologies and tools, working with group risk leads to identify, assess and monitor enterprise-level risks, track mitigation measures, and provide senior management with clear insights on changes in HDB’s risk environment. You will also drive the institutionalisation of a strong risk culture within HDB, working with risk owners and Group Risk Advocates to strengthen risk ownership and embed risk considerations into everyday planning and decision-making, equipping staff with the knowledge and capabilities to manage risks effectively.

[What we are looking for]

You should possess a background in Business, Information Technology, Risk Management or any other suitable discipline. You are a self-motivated team player, with an inquisitive mind-set, good analytical, interpersonal, writing and presentation skills. Candidates with relevant experience in risk-management, business continuity, operational readiness and crisis management / emergency preparedness role or experience in development and implementation of users-centric and integrated workflow system will have an added advantage. You should also be self-driven and have a strong sense of purpose and mission in yourself and work you are involved in.
