Job summary

Surbana Jurong is seeking an experienced Mechanical and Electrical (M&E) FM Manager to lead delivery of M&E services across designated facilities and ensure safe, compliant building operations. You will oversee electrical systems, lifts, fire and water safety, and other critical infrastructure, while mentoring a team of facilities professionals.

• Degree or Diploma in Mechanical, Electrical, Building Services Engineering, Facilities Management or a related discipline.
• Experience managing M&E services within large-scale facilities, campuses, commercial buildings, healthcare, education or integrated developments.
• Strong knowledge of statutory compliance, M&E systems, contractor management and facilities operations.

Responsibilities

• Lead the management and delivery of all M&E services, ensuring safety, quality and regulatory compliance.
• Oversee internal and external M&E service providers across electrical systems, lifts, fire safety, water safety and other infrastructure.
• Manage planned maintenance, statutory inspections, repairs and improvements for operational excellence.
• Lead, mentor and support a team of facilities professionals and foster customer service culture.
• Collaborate with Senior Facilities Manager on procurement and tenders for M&E contracts.
• Manage contractors, ensure adherence to contracts, safety standards and performance.
• Monitor contractor performance through reviews, audits and inspections.
• Develop and review M&E policies, procedures and management plans per legislation and best practices.
• Serve as main point of contact for stakeholders, communicating on works, shutdowns and improvements.

Join our integrated facilities management (IFM) team and play a key role in supporting a major client site in Dover.

We are looking for an experienced Mechanical and Electrical (M&E) Facilities Management (FM) Manager to lead the delivery and management of all M&E services across designated facilities, ensuring safe, compliant, and high-performing building operations.

What You'll Be Doing

• Lead the management and delivery of all M& services, ensuring compliance with safety, quality, and regulatory requirements.
• Oversee internal and external M&E service providers covering electrical systems, lifts, fire safety systems, water safety, gas systems, and other critical infrastructure.
• Manage planned preventive maintenance, statutory inspections, repairs, and improvement works to ensure operational excellence and compliance.
• Lead, mentor, and support a team of facilities professionals, fostering a strong customer service culture and driving organisational goals.
• Work closely with the Senior Facilities Manager on the procurement and tendering of M&E contracts through frameworks, mini-competitions, and formal tenders.
• Manage contractors and service partners, ensuring adherence to contractual obligations, safety standards, and performance expectations.
• Monitor contractor performance through regular reviews, audits, and inspections.
• Develop, implement, and review M&E policies, procedures, and management plans in line with current legislation and industry best practices.
• Serve as the key point of contact for stakeholders, ensuring timely communication on M&E works, planned shutdowns, service disruptions, and infrastructure improvements.
