Job summary

Health Promotion Board (HPB) invites you to join the Healthy Ageing Programmes team to help seniors lead healthier and longer lives through activity and social participation. The role focuses on developing and implementing senior volunteer capability and community-based Active Ageing Programmes across AACs nationwide, supporting partners to design sustainable volunteer opportunities.

Qualifications

  • Degree in Social Work, Public Health, HR, Education, Psychology, or related discipline; postgraduate qualifications are an advantage.
  • Strong understanding of adult learning principles and their application to volunteer training programmes.
  • Strong collaborative and stakeholder engagement skills, with confidence in working across multidisciplinary teams and with external partners.
  • Ability to work independently and manage multiple workstreams in a fast-paced, dynamic environment while maintaining focus on long-term strategic outcomes.
  • Strong written and oral communication skills, with the ability to distil complex concepts clearly and concisely for different target audiences including seniors, community partners and government stakeholders.

Responsibilities

  • Support the development and implementation of HPB’s senior volunteer capability and implementation plans to support Active Ageing Programmes in the community.
  • Identify, develop and operationalise meaningful volunteer opportunities that enable seniors to lead, conduct and support community-based AAPs across AACs nationwide.
  • Collaborate with internal teams and external partners like AACs, training institutions and Regional Health Clusters to co-develop volunteer opportunities and access capability requirements.
  • Translate policy intent into practical and meaningful volunteer opportunities in the community, strengthening the capability of AACs and partners to independently design and sustain physical activity initiatives.
  • Contribute to capability development efforts by building volunteer-led programmes aligned with Age Well SG and Healthier SG.

You will be a part of HPB’s Healthy Ageing Programmes which strives to help seniors lead healthier and longer lives by improving and maintaining their functional ability through healthy lifestyle practices and social connectedness. With transformation to the healthcare and the aged care system brought about by national directives such as Healthier SG and Age Well SG, HPB will need to foster closer collaborations with other parts of the healthcare system including General Practitioners (GPs), Active Ageing Centres (AACs) and Regional Health Systems (RHSes) to encourage seniors to participate in active ageing initiatives, adopt and sustain healthy habits on their own and stay healthy and active.

[What you will be working on]

As a key member of the Healthy Ageing Programmes team, you will support the development and implementation of HPB’s senior volunteer capability and implementation plans to support Active Ageing Programmes (AAPs) in the community as part of the national efforts to encourage and sustain senior social participation through curated volunteering opportunities. This will include working with partners to identify, develop and operationalise meaningful volunteer opportunities that enable seniors to lead, conduct and support community-based AAPs across Active Ageing Centres (AACs) nationwide, and progressively building capability of AACs to independently design, implement and sustain physical activity initiatives of their own.

You will support the development of structured, practical training curriculum, resources and implementation guides for senior volunteers to be equipped with the skills and confidence to support volunteer-led hobby groups involving low-barrier physical activities like brisk walking activities, weekly senior fitness exercises, following virtual exercise workouts, and other accessible physical activity programmes for their peers. The training approach will be informed by the competencies required for various volunteer opportunities and designed to accommodate the diverse backgrounds and capabilities of senior volunteers, ensuring they are implementable by seniors with varying levels of experience.

You will collaborate closely with internal teams and external partners like AACs, training institutions like local Institutes of Higher Learning and Regional Health Clusters — to co-develop volunteer opportunities and access capability requirements to support the implementation of volunteer-led programmes in the community, aligned with national senior volunteering initiatives and roll out plans. You will also work with partners to identify future capability needs and implementation models that would enable AACs to independently recruit, train and deploy volunteer-led physical activity programmes.

You will contribute to capability development efforts by translating policy intent into practical and meaningful volunteer opportunities in the community, whilst strengthening the capability of AACs and community partners to independently design and sustain physical activity initiatives of their own. Through this, you will support HPB’s mission to extend healthy life years through national directives under Age Well SG and Healthier SG, enabling residents to age-in-place and enjoy better quality of life.

[What we are looking for]

An ideal candidate will be a technically strong and self-motivated individual with at least 3-5 years of working experience in programme management, learning and development, or community engagement, preferably within the social or health sector. Prior experience working with senior populations, volunteer management, or in a community health setting is strongly preferred. The candidate should also possess:

  • A degree in Social Work, Public Health, Human Resources, Education, Psychology, or a related discipline; postgraduate qualifications are an advantage.
  • Strong understanding of adult learning principles and their application to volunteer training programmes, particularly for senior populations with diverse backgrounds and capabilities.
  • Strong collaborative and stakeholder engagement skills, with confidence in working across multidisciplinary teams and with external partners.
  • Ability to work independently and manage multiple workstreams in a fast-paced, dynamic environment while maintaining focus on long-term strategic outcomes.
  • Strong written and oral communication skills, with the ability to distil complex concepts clearly and concisely for different target audiences including seniors, community partners and government stakeholders.
