What the role is:
The Rehabilitation, Protection and Residential Care (RPR) Division is part of the Rehabilitation and Social Mobility Policy Directorate of the Ministry of Social and Family Development (MSF). RPR develops and reviews policies, strategies and legislation to strengthen the protection, rehabilitation and support of vulnerable populations, including domestic violence survivors, children and adults in need of care and protection, rough sleepers, homeless individuals and families, low-income and vulnerable seniors, and destitute persons. Through evidence-based policymaking, community engagement and collaboration with Government agencies and sector partners, the Division addresses emerging risks, improves service responses and supports better outcomes for those in need. RPR is also the Secretariat for the Inter-Ministry Committee which monitors and implements Singapore’s obligations as a State Party to the United Nations Convention on the Rights of the Child. What you will be working on:
- Shaping our medium- to long-term policies: You will be an integral part of the team shaping the Ministry’s medium- to long-term policy direction for preventing and addressing domestic violence, supporting individuals and families experiencing homelessness, and meeting the needs of those requiring residential care. This will involve integrating information from various sources to understand emerging risks and needs, undertaking gap analyses across legislation, policy and service delivery, and exercising sound judgement on the appropriate policy and implementation responses. You will also oversee strategy and communications-related matters across these portfolios.
- Designing data-driven policy: You will analyse emerging trends, review local and international research, conduct quantitative and qualitative analyses, and engage community partners and frontline agencies to understand the needs and experiences of the populations served. You will draw on different sources of evidence to formulate and review policies, identify service gaps, and assess whether policies and interventions are achieving their intended outcomes.
- Forging partnerships with stakeholders: You will work closely with internal and external stakeholders to understand clients’ needs, assess the suitability of proposed solutions, and support effective policy development and implementation. This entails building strong relationships with Social Service Agencies, research teams, Government agencies and other sector partners. You may also lead inter-agency workgroups, conduct consultations with stakeholder groups and engage members of the public on matters relating to these portfolios. As a Manager/Senior Manager of the Rehabilitation, Protection and Residential Care Division, your role requires strategic thinking and strong analytical, research, and strong communication skills. You will contribute to the development and oversight of policies that enhance residential support, protection and rehabilitation for vulnerable groups in society. What we are looking for:
Functional/Technical Competencies:
- Strong ability to engage in systems thinking and deep critical thinking, and conduct data-driven analyses
- Communicates effectively, both verbally and in writing
- Strong tertiary qualifications in any field
- At least two years of relevant work experience in policy or operational policy formulation and/or data analysis would be an advantage; experience in social policy or service delivery would be an advantage
