Job summary

BW Offshore is seeking a Manager / Senior Manager Quality in Singapore to lead the department supporting tenders and FEEDs, ensuring compliance with the company’s quality policy across the project lifecycle.

The role requires extensive offshore Oil & Gas QA experience, ability to manage client interfaces, and a track record of delivering high-quality tender deliverables in a multinational setting. This is a permanent, on-site position based in Singapore.

Qualifications

• Degree in Engineering or HSEQ related major or equivalent experience.
• Significant relevant experience may replace formal education.
• Experience leading a Quality department or function in offshore Oil & Gas is preferred.

Responsibilities

• Deliver requirements in BW Offshore's Quality policy across tender, FEED/pre-FEED and project execution phases.
• Act as Quality focal point for review of client tender documents and quality exhibits.
• Lead as Quality Department Manager in client quality interfaces, reviews, audits and steering meetings.
• Monitor compliance with BW Offshore standards and contractual quality requirements.
• Set clear expectations, monitor progress and address gaps and deficiencies.
• Ensure quality risks are identified and mitigated across tender, FEED and execution stages.
• Coordinate lessons learned and drive learning across tenders and projects.
• Lead, manage and develop the department's QA/QC resources and deploy quality personnel.

We are looking for a Manager / Senior Manager Quality to lead the department supporting tenders and FEEDs.

Key Tasks & Responsibilities

• Deliver the requirements described in BWO’s Quality policy, standards and management system across the tender, FEED / pre-FEED and project execution phases within the department’s scope
• Act as the department’s Quality focal point for the review of client tender documents (ITT / RFP, contract quality exhibits, client quality specifications and inspection requirements), ensuring client requirements are fully understood, gaps are identified and BWO’s quality offering is compliant, competitive and deliverable
• Act as Quality Department Manager towards the client for projects in FEED / pre-FEED execution, representing BWO in client quality interfaces, reviews, audits and steering meetings
• Monitor and ensure compliance with BWO standards and contractual quality requirements across the department’s portfolio of tenders and projects
• Ensure positive quality performance by setting clear expectations, monitoring progress, and addressing gaps and deficiencies
• Provide assurance that quality risks are identified and mitigated at the tender, FEED and execution stages, and that appropriate risk acceptance criteria are met before commitments are made to clients
• Ensure robust and timely resolution of quality non-compliance and violations
• Coordinate experience transfer (lessons learned) and other learning processes with special focus on Quality across tenders and projects
• Lead, manage and develop the department’s QA/QC resources, and coordinate the deployment of quality personnel to tenders and projects

Qualifications

• Degree in Engineering or HSEQ related major
• Significant relevant experience with pertinent credentials / certifications may replace formal education
• Manager: ideally 15 years of relevant experience in the offshore Oil & Gas industry, or closely related industry
• Senior Manager: ideally 20 years of relevant experience in the offshore Oil & Gas industry, including previous experience leading a Quality department or function
• Previous experience working in a similar role
• Experience in providing Quality support to tenders / bids, including the review of client tender documents and preparation of Quality tender deliverables
• Experience in FEED / pre-FEED and EPC execution of FPSO or offshore facilities, including definition of quality requirements for EPC contracts and interfacing with clients and classification societies
• Experience in development of Quality documentation and review
• Experience as Quality Lead Auditor
• Previous experience working in a multinational environment is desirable

• Extensive knowledge of the relevant requirements of the classification societies and international rules and regulations
• Good knowledge of welding, NDT, coating and material certification requirements; CSWIP / NACE (AMPP) certification is desirable
• Certified Lead Auditor in ISO 9001
• Fluent in English (oral and written)
