Job summary

Qualifications

Responsibilities

  • Support planning and optimisation of resources, including budget planning and manpower planning.
  • Partner with CAG divisions, Ministries and Government agencies to deliver projects.
  • Support Government gateway approvals for the portfolio.
  • Oversee end-to-end budget management, including monitoring and drawdown.
  • Analyse resource needs, identify risks, and advise on funding utilisation.
  • Prepare management reports and recommendations for senior stakeholders.

This is an exciting opportunity to join the Programme Management Office, which plans and manages the resource requirements for the Changi East Programme, encompassing the future Terminal 5 and the surrounding airport infrastructure. The successful candidate will play a key role in supporting the financial governance and resource planning of Terminal 5, including budget management and Government gateway approvals. The candidate should possess strong analytical and stakeholder management skills and thrive in a fast-paced and dynamic environment.

Key Responsibilities

  • Support and drive the planning and optimisation of resources, including budget planning, business case development and manpower planning, to support the successful delivery of projects within the Changi East Programme.
  • Partner closely with various CAG divisions, relevant Ministries and Government agencies to facilitate the delivery of projects across the design and construction phases.
  • Support and manage the Government approval process for the assigned portfolio, including the development of submissions covering project need, scope, cost and timeline.
  • Oversee and support end-to-end budget management, including budget planning, expenditure monitoring, budget drawdown, funding agreements, and fund recovery processes.
  • Analyse project and programme resource requirements, identify risks and opportunities, and recommend strategies to optimise resource allocation and funding utilisation.
  • Prepare management reports, presentations, and recommendations to support decision-making by senior management and key stakeholders.

Key Requirements

  • Degree in Finance, Accounting, Business, Engineering or a related discipline.
  • 3 to 8 years of relevant experience in resource planning, programme management, project controls, finance or project management for infrastructure or construction.
  • Experience in large-scale Government infrastructure projects and familiarity with the Government's gateway approval process will be an advantage.
  • Strong stakeholder management skills, with the ability to work effectively across teams and organisations.
  • Strong analytical, numerical and problem-solving abilities, coupled with excellent communication and presentation skills.
  • Self-motivated, resourceful and able to work independently in a dynamic environment.
  • This is a contract position.
