Job summary

NParks is seeking a digitally oriented professional to support the Community Animal Programmes Branch. You will help administer community animal programmes while leading automation, data analytics and technology adoption initiatives.

Qualifications

  • Degree in IT, CS, analytics, information systems, engineering or related field.
  • 2–3 years in digital transformation, business process improvement, automation or data analytics.
  • Experience with Python or R for data processing.
  • Familiarity with ArcGIS for spatial analysis.
  • Experience with Power Platform (Power Apps/Automate/BI) is a plus.
  • Strong problem-solving, analytical and communication skills.
  • Able to work independently and across teams.

[What the role is]

The Animal & Veterinary Service (AVS), a cluster of NParks, safeguards the health and welfare of animals through comprehensive and integrated programmes and works closely with partners in the veterinary and animal-related industries to strengthen capacities and enhance competencies in animal health and welfare. AVS is the main touchpoint on animal and veterinary matters in Singapore and the First Responder for all animal-related feedback. It also conducts public education and engagement programmes to foster a humane and gracious society for all, where pet owners, communities, and animals co-exist in greater harmony within our biophilic City in Nature.

[What you will be working on]

[What the Role is]

You will be part of the Community Animal Programmes Branch under the Community Animal Management Division. The Branch develops animal management policies and programmes, conducts research to guide policy-making and operations, and engages stakeholders on these policies. In this role, you will support the administration of community animal programmes while leading initiatives to streamline operations through digitalisation, automation, data analytics and technology adoption.

1. Programme/Grant Administration
  • Review and evaluate programme applications including inspections where required.
  • Liaise with relevant stakeholders (e.g. applicants, agencies, animal groups) on applications.
  • Verify grant reimbursement claims, including reviewing supporting documentation and receipts, in accordance with Standard Operating Procedures (SOPs).
  • Administrative support including data management, procurement, event logistics, as well as any other assigned duties.
2. Digital Transformation and Business Process Improvement
  • Develop and implement technology solutions that streamline manual work processes and reduce administrative effort.
  • Develop dashboards, reports and data visualisation solutions to support operational monitoring, performance tracking, data-driven insights and management decision-making.
  • Review workflows, identify opportunities for automation and optimisation, and implement technology solutions to improve operational efficiency, productivity, data management, and stakeholder experience.
  • Drive continuous improvement initiatives and promote innovation through the adoption of digital tools and emerging technologies.
  • Manage digital transformation projects from requirements gathering and solution design through implementation, testing, deployment and user adoption, while coordinating cross-functional stakeholders.
[What we are looking for]
  • Area of studies in Information Technology, Computer Science, Business Analytics, Information Systems, Engineering, or a related discipline.
  • Preferably at least 2-3 years of relevant experience in digital transformation, business process improvement, automation, application development, or data analytics.
  • Familiarity with the following tools and technologies will be advantageous:
    • Programming languages such as Python or R for data processing and analysis
    • Geospatial tools such as ArcGIS for spatial analysis
    • Microsoft Power Platform tools such as Power Apps, Power Automate and Power BI
    • Artificial Intelligence (AI) tools and their practical application in workplace settings.
  • Strong problem-solving and analytical skills
  • Strong interpersonal, engagement and communication skills
  • Highly motivated individual, conscientious and able to work both independently and across teams

Only shortlisted candidates will be notified. Successful candidates will be offered a one-year employment contract with an option for extension for another year.
