Responsibilities

  • Review and evaluate budget requests for funding of programme partners submitted by divisions.
  • Manage end-to-end processing of new budget requests and variations.
  • Make recommendations for approval with documentation for governance platforms.
  • Serve as secretariat for BRAC and Finance Committee meetings; ensure documentation and follow-up.
  • Develop and review policies and guidelines related to budget evaluation and management.
  • Handle enquiries from internal/external stakeholders and maintain relationships.

Job description

Join the Planning Group that provides guidance on the strategic direction of the Skills & Workforce Development Agency (SWDA). Specifically, RPD is responsible for the effective planning of resources and oversees budget and manpower management to achieve agency's goals:

Resource Policy and Planning: Manage end-to-end resource policy and planning function covering both manpower and financial resources. This includes planning, managing, and allocating budget and manpower resources as well as evaluating budget requests for various programmes;

Funding Policy Formulation: Formulate corporate-level funding policies and funding parameters to support SkillsFuture Initiatives and SWDA’s objectives; Provide advice on matters related to funding and grants management policies;

Grants Governance: Build up grants governance functions which includes developing and reviewing agency-wide policies and guidelines on areas such as funding and grant recovery;

Whole-of-Government (WOG) CET Grants Management: Lead the management of WOG CET grants and strengthen CET grants governance for WOG and SWDA.

The Manager/Senior Manager is an individual contributor role who reports to the Team Leader and is part of a team responsible for ensuring funded programmes are aligned with SWDA’s funding policies and support SkillsFuture initiatives and SWDA’s overall objectives. The team partners programme owner divisions and senior management to ensure that budget requests are robustly assessed and budget decisions are supported by sound analysis, governance and fiscal discipline.

The Senior Manager level will be expected to handle work of greater complexity and manage additional projects.

Budget Evaluation
  • Review and evaluate budget requests for funding of programme partners submitted by divisions
  • Manage the end-to-end processing of new budget requests, budget variations and other funding requirements
  • Make recommendations for approval by the Internal Approving Authority at budget governance platforms, including preparation of budget evaluation papers and presentation materials to facilitate discussions and decision-making
Secretariat Support
  • Serve as the secretariat for the Budget and Resource Allocation Committee (BRAC) and Finance Committee (GC) meetings, ensuring smooth meeting facilitation, clear documentation and timely follow-up on decisions
Policy Development and Review
  • Develop and review related policies and guidelines related to budget evaluation and management
Stakeholder Management
  • Handle and prepare responses to enquiries from internal and external stakeholders regarding SWDA’s budget request process, guidelines and considerations
  • Foster positive relationships with stakeholders to facilitate effective communication and collaboration
Knowledge Management
  • Maintain a knowledge management repository of project budget approvals to ensure easy access to information and documentation for stakeholders
  • Maintain a clear set of instructions and templates to guide internal stakeholder in seeking budget approval

The required competencies to execute the job duties proficiently:

Manager

Up to 6 years of relevant work experience in managing or reviewing funding policies. Those with no relevant experience but have been involved in relevant projects, short stints in similar areas / functions or relevant course of study can apply

Senior Manager

At least 6 years of relevant work experience in managing or reviewing funding policies

  • Ability to collaborate effectively with individuals/teams internally and externally
  • Effective written and oral communication skills, including presentation skills
  • Strong strategic, analytical, and critical thinking skills
  • Ability to synthesise information from multiple sources and formulate balanced recommendations
  • Meticulous and systematic approach to work, ensuring accuracy in documentation and analysis
  • Knowledge of funding and resource planning policies and concepts relevant to public sector initiatives would be advantageous
  • Proficiency in Microsoft Word, Excel, and PowerPoint, with strong skills in numerical calculation and statistical analysis

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure.
