By 2030, almost a million Singaporeans will be aged 65 and above, and there will be an increased demand for aged care services including Senior Care Centres (SCCs) and Active Ageing Centres (AACs). To reduce social isolation and delay cognitive and physical frailty among seniors, MOH has: (i) expanded the number of AACs to support well seniors with improved the range of services and programs offered at the AACs, and (ii) improved the capacity and utilisation of SCC services to serve a subsegment of seniors who need supervision and assistance in activities of daily living (ADL) when their caregivers are at work. However, ground implementation of AACs and SCCs may be varied. Some AACs have managed to attract many seniors to their centres and created a lively environment for seniors, while other AACs may not be as successful in outreaching to seniors. Different SCCs may have varying services which may not fully address the emerging needs of seniors (e.g. dementia care, custodial care, community rehabilitation). The Centre-Based Care & Social Support (CCSS) team (under the Ageing Planning Office in the Ministry of Health) is at the forefront of overseeing the overall strategy, policy, resourcing and governance for AAC and SCC services.
