Job summary

Skills and Workforce Development Agency (SWDA) is building an innovation programme within the Careers and Employment Services ecosystem in Singapore. The role focuses on planning, processing applications, evaluation support, data tracking, dashboarding, reporting and knowledge management.

The successful candidate will coordinate engagements with applicants and stakeholders, prepare governance materials, monitor timelines, and contribute to continuous improvement through automation and dashboard

Qualifications

  • Relevant experience in programme management, project coordination, stakeholder engagement, partnerships and/or grants administration
  • Familiarity with Singapore's labour market and the Careers and Employment Services (CES) ecosystem including intermediaries and solution providers
  • Strong written and verbal communication skills for engaging internal stakeholders and ecosystem partners
  • Proficient in MS Office applications, with hands-on experience in data visualisation tools such as Power BI or Tableau
  • Detail-oriented and adaptable, with the ability to manage multiple priorities and navigate ambiguity and change
  • Able to work independently and in a team
  • Interest in innovation, workforce transformation and programme development

Responsibilities

  • Support the planning and execution of innovation programme calls, including preparing engagement materials, briefing notes, FAQs, application guides and templates
  • Manage enquiries from prospective applicants and coordinate follow-up actions
  • Coordinate engagement sessions, meetings and timelines with applicants and stakeholders
  • Support proposal screening and coordinate evaluation processes with programme applicants and stakeholders
  • Prepare meeting materials, minutes and documentation for programme governance and approval processes
  • Track proposal statuses, assessment outcomes and approval timelines
  • Programme Administration
  • Maintain the overall programme calendar, monitor key milestones, and track project deliverables, budget utilisation and claims submissions
  • Maintain accurate records of approved projects, programme agreements and documentation
  • Prepare management reports and programme updates using accurate and timely data
  • Support design, maintenance and refresh of management dashboards and reports, leveraging digital and AI tools to surface programme trends and insights, key risks and decision points
  • Monitor programme KPIs and outcomes, and present them in clear visual formats for management and stakeholder audiences
  • Knowledge Management & Continuous Improvement
  • Support documentation of pilot learnings and development of case studies
  • Consolidate feedback from applicants and stakeholders to support process improvements
  • Support implementation of automation and digitalisation initiatives to improve programme operations

Job description

What the role is:

The Skills and Workforce Development Agency (SWDA) is establishing an innovation programme as a strategic platform to identify, test, and scale innovative workforce solutions within the Careers and Employment Services (CES) ecosystem. In this role, you will support the planning and implementation of the innovation programme across its full cycle – from programme calls and application processing, to evaluation support, data tracking, dashboarding, reporting and knowledge management. You will work closely with internal teams and external stakeholders to ensure the programme runs smoothly, is well-documented and continuously improved. This role is suited for someone who is detail-oriented, organised, collaborative, and keen to contribute to meaningful workforce innovation.

What we are looking for:
