Job summary

Singapore Land Authority is seeking a Manager/Head, Land Sale (Private) to lead the team responsible for state land transactions, leasehold matters, and policy formulation. You will coordinate with government agencies and external partners on lease-related issues and oversee approvals, valuations, and title issuance to support strategic land sales.

The role requires 5-8 years of relevant experience, strong communication and people management skills, plus analytical and administrative strengths

Qualifications

• 5 to 8 years of experience in estate management, marketing, town planning, lease administration or related fields.
• Strong written and verbal communication skills.
• Proven ability to lead and manage a team.
• Analytical, meticulous, performance-driven with good administrative skills.

Responsibilities

• Lead and manage the team responsible for administration of State land transactions and leasehold matters.
• Coordinate with key government agencies and internal/external parties on lease-related matters.
• Evaluate applications to alienate State land to private organisations for strategic purposes.
• Provide guidance and clearance of submissions for sale processes (land premium valuation, payments, approvals, title issuance).
• Evaluate development applications to enhance land value for land betterment charges collection.
• Approve consent to mortgage/sale/subletting applications.
• Evaluate lease extension, surrender and re-issuance applications.
• Review policies relating to State leases administration.
• Formulate new land policies and review existing ones on extensions, exchanges, and charges.

What the role is:

Manager/ Head, Land Sale (Private)

What you will be working on:

Lead and manage the team responsible for the administration of State land transactions, leasehold matters, and land-related policy formulation.

• Co-ordinate closely with key government agencies and internal/external parties on lease related matters
• Evaluate applications to alienate capable State land to private organisations for strategic purpose
• Provide guidance and clearance of submissions for the processing of sale e.g. land premium valuation, payment monitoring, President's approval for sale, title issuance
• Evaluate development applications for enhancement in land value to faciltiate the collection of land betterment charge.
• Approve applications for consent to mortgage/sale/subletting etc
• Evaluate lease extension/surrender and re-issuance applications
• Review policies relating to administration of State leases
• Formulate new land policies and review existing ones on lease extension, land exchange, land betterment charge collection
• Carry out, monitor and supervise work processes in a manner that support good corporate governance and manage risk exposures at the team level

What we are looking for:

• 5 to 8 years of experience in estate management, marketing, town planning, lease administration matters, en-bloc sales of buildings, government/ private land sales by tenders or auctions would be favourably considered
• Excellent communication and writing skills
• Strong people management skills and experience in leading a team
• Analytical, meticulous, performance-driven, good administrative skills
