Job summary

SMRT Trains Ltd is seeking a Manager, Budget Management & Control to instill financial discipline across Budget Units and COEs. You will monitor and analyse budgets, track expenditures, and ensure financial sustainability for SMRT Trains.

The role involves administering the Funding Forum, validating forms, and coordinating LTA documentation with COEs. Strong analytical skills and SAP/Anaplan/Ariba experience are advantageous.

Qualifications

• Accounting, Quantity Surveyor or Engineering Degree.
• Experience in budget management / SAP / Anaplan / Ariba will be an added advantage.

Responsibilities

• Monitor and analyse budget for Cost Centres to ensure adherence.
• Track expenditures, monitor budget variance, and report findings.
• Understand Budget Management Policy and advise COEs on implications.
• Administer Trains’ Funding Forum, validate forms and document actions.
• Coordinate with COEs on LTA documentation and invoicing.
• Attend meetings and support Rail Operations & Maintenance committees.
• Handle other budget management tasks as required.

Job Purpose

Instill financial discipline and prudence on BUs / COEs that spend on SMRT Trains’ budget. Monitor and analyze budget of Cost Centres. Ensure financial sustainability of SMRT Trains.

Responsibilities

• Budget Management
  • Monitor and analyse budget for the Cost Centres in Trains to ensure budget adherence and financial discipline.
  • Track the assigned Cost Centres’ expenditures, monitoring and reporting on budget variance.
  • Understand in greater detail the Budget Management Policy and work with the COEs on the implications of such policy on the line units.
• Trains Funding Forum
  • Administer Trains’ Funding Forum
  • Check and validate the details in the Funding Forum Form
  • Minutes the discussion in Funding Forum
  • Follow up with the action list
  • Track all expenditures submitted in Funding Forum
  • Update and e-sign the Funding Forum Form
• Capability Development for Rail Operations & Rail Maintenance; and Maintenance & Material Requirement Committee
  • Attend the meeting chaired by SVP
  • Check and validate budget details submitted in the form
• Reimbursement Claim from LTA
  • Work with COEs on documents required by LTA
  • Front queries from LTA
  • Compile documents require by LTA
  • Issue invoice to LTA

Qualifications & Work Experience

• Accounting, Quantity Surveyor or Engineering Degree.
• Experience in budget management / SAP / Anaplan / Ariba will be added advantage.

Skills

• Strong numerical ability – overseeing financial information so an excellent capacity for analyzing data and numbers, with attention to budget management is necessary
• Computer skills – from data mining to creating reports and spreadsheets, use computer programs for a large proportion of their work
• Communication skills – deal with various members of the organization, so an ability to effectively explain complex financial information in plain terms is essential
• Attention to detail – an ability to spot discrepancies in information or interpreting cash flow problems is beneficial
• Analytical approach – have an investigative nature and enjoy mining information for specific data or trends
