Job summary

The Ministry of National Development in Singapore is seeking a Manager/Assistant Director (Case Management) for the Community Relations Unit (CRU), a nationwide function addressing severe neighbour noise disputes and hoarding cases.

You will assess requests, coordinate with HDB and PA, manage enquiries, analyze case trends, and shape policy or operational improvements.

What the role is:

The Community Relations Unit (CRU) was set up to address severe neighbour noise disputes and hoarding cases. CRU was piloted in Tampines HDB estates from April 2025, and the model was expanded nationwide on 1 September 2026. It is part of the enhancements to the Community Disputes Management Framework.While most neighbour disputes can and should be resolved through dialogue and mediation, a small number involve excessive and prolonged noise disturbances that cause significant distress to multiple residents. CRU focuses on these severe neighbour noise cases across public and private housing estates.CRU also works closely with HDB and PA on the enforcement of Mediation Directions, which require neighbours to attend mediation at the Community Mediation Centre.As Manager/Assistant Director (Case Management) in CRU, you will play an important role in managing neighbour noise cases and enquiries relating to Mediation Directions.

What you will be working on:

• Assessing requests and appeals for CRU intervention, formulating recommendations on the appropriate course of action for management’s consideration, and replying to residents.
• Coordinating follow-up actions with partner agencies such as HDB and PA.
• Managing enquiries from residents on CRU and Mediation Directions.
• Analysing case trends to identify systemic issues, and developing recommendations to improve operational policies and processes.

This is an opportunity to contribute to a new nationwide function and build capabilities that directly support residents affected by severe neighbour noise disputes.
