Job summary

The Ministry of National Development is seeking a Manager/Assistant Director (Planning) in the Community Relations Unit to shape and manage critical systems, resources and partnerships for addressing severe neighbour noise disputes and hoarding cases across Singapore. You will oversee procurement, budget planning and training initiatives to strengthen the unit as it expands.

You will collaborate with frontline officers and partner agencies, analyse case trends, and drive policy and process

Qualifications

• Strong stakeholder engagement with frontline officers, partner agencies and vendors.
• Analytical and problem-solving skills to identify systemic issues from case trends.
• Meticulous attention to detail in operations and documentation.
• Excellent written and verbal communication and presentation skills.
• Adaptability and a drive to learn in a dynamic environment.
• Experience in procurement, contracts and budget management is advantageous.

Responsibilities

• Work with CRU frontline officers to understand operational needs and co-create improvements to systems and processes.
• Analyse case trends to identify systemic issues requiring policy or operational interventions.
• Lead procurement of essential operational capabilities and manage related contracts.
• Manage Unit resources through budget planning, expenditure monitoring and forward planning.
• Strengthen training frameworks, identify capability needs and coordinate initiatives.
• Coordinate with partner agencies to share information and align operational approaches.
