The M&E Manager is responsible, but not limited to, the following:
General
- Close communication with PD/PM to reflect PD/PM’s intention for the project and establish M&E management policy/tactics in line with PD/PM’s intention.
- Responsible for dealing with authorities, client and consultant management.
Planning & Programming
- Provide M&E works planning, programming incl. monthly work schedule and monitoring the overall M&E Process of Works.
Quality
- Implementation of Quality Management System/Monitoring Tools to the project such as RFA, RFI, Shop Drawings List, Technical Submission List, Equipment/Material. Procurement/Fabrication/Delivery Status Trucker etc for on-time completion.
- Review and monitoring of the progress of RFA, RFI, Shop Drawings, Technical Submissions and Equipment/Material procurement/Fabrication/Delivery Status for on-time completion.
- Control site progress & installation quality as per approved Shop Drawings, Technical Submissions and Equipment/Material Procurement/Fabrication/Delivery Schedule for on-time completion.
- Appraisal for works/products compliance to Specifications/Requirements and selection recommendation.
- Establish Authority Inspections Schedule and Testing & Commissioning Activities including Factory Tests, Individual System Test, Integrated System Test, RI etc.
- Responsible for carrying out M&E technical meetings and resolving technical issues with record.
- Check and verify M&E co-ordination drawings and individual service drawings quality.
Procurement, Contract, VOs, EOTs
- M&E budget control and provide necessary report to PD/PM for M&E cost.
- Control and monitor design change requests raised by client and consultants
Safety
- Responsible for the compliance to safety & occupational health practices to be implemented at M&E Section, M&E subcontractors and vendors with IMS safe work methods.
- Responsible for site implementation of safety standards to comply with IMS safe work methods.
Others
- Review M&E subcontractors/vendors performance assessment reports after work/services completion.
Minimum Qualifications
- A Bachelor’s Degree in Mechanical or Electrical Engineering.
Personality
- Strong organizational, interpersonal and leadership skills.
- Ability to influence various stakeholders and build long term relationships.
- Ability to lead Assistant M&E Managers and provide supervision, suggestions and/or instructions to all M&E staff.
Knowledge/Skills/Abilities
- Strong technical knowledge in mechanical & electrical trades.
- Strong M&E works site installation knowledge with the ability to provide practical solution related with site installation.
- Strong contract knowledge and able to explain for EOT and VOs.
- Strong local code/regulations knowledge pertaining to M&E services, building construction and safety.
- Strong time management skills with exceptional attention to detail and ability to multi task.
- Good verbal and written communication skills.
- Ability to analyze and synthesize complex issues quickly and provide counter measures to settle the issues.
