Job summary

GovTech in Singapore seeks an Executive Engineer to drive OT-IT integration and governance for the Rail Digitalisation program. You will help align architecture across railway domains, coordinate enterprise requirements and support tender activities.

You will collaborate with engineers, designers and stakeholders to advance data platforms, interfaces and production cloud systems, ensuring scalable and reliable delivery.

Qualifications

• Experience in OT, industrial/transport systems or digital platform implementation is a plus.
• Experience producing technical specifications, vendor engagement or tender activities is helpful.
• Ability to interpret technical requirements and support architecture documentation.

EXECUTIVE ENGINEER, INTERFACES & SYSTEMS (RAIL DIGITALISATION)

You will be part of the Rail Digitalisation Division, a dynamic and multi-disciplinary team dedicated to advancing the Land Transport Authority's (LTA) Railway Common Data Platform (CDP). This role involves driving the integration of data analytics and artificial intelligence capabilities to enhance rail performance and improve operational and maintenance processes. As an Executive Engineer, you will be deeply involved in the technical governance, architecture coordination and engineering delivery of digital initiatives across railway domains.

Responsibilities

• Operation Technology (OT) Architecture Development and Governance - Support OT architecture governance by reviewing new initiatives, assessing alignment and maintaining architecture principles, standards and decision records.
• Enterprise Architecture (EA) Support - Prepare and coordinate materials for EA reviews and ensure new initiatives are aligned with enterprise and domain architecture requirements.
• Railway Digitalisation Stakeholder and Use Case Management - Support stakeholder coordination, delivery and governance of railway digitalisation use cases by guiding stakeholders, documenting scope and dependencies, and progressing them through the relevant channels.
• Engineering Support for OT-IT Integration Projects - Provide engineering support for OT-IT integration project by reviewing system design, interfaces and implementation issues for the railway production cloud and related systems and interfaces.
• UI/UX Collaboration - Contribute to UI/UX work for engineering use cases by supporting wireframing, user journey mapping, and early-stage design discussions.
• Contract Management and Tender Support - Assist with tender activities by preparing technical specifications, coordinating timelines and supporting evaluation and award processes.

What we are looking for

Knowledge in Engineering, Computer Science, Information Systems, Electrical/Electronic Engineering, Systems Engineering or a related discipline

At least 2 years of relevant experience in engineering, systems integration, architecture support, infrastructure, digital delivery or related technical roles. Exposure to OT, industrial systems, transport systems, enterprise architecture or digital platform implementation would be an advantage. Experience on producing technical specifications, vendor engagement, tender activities or project delivery would be helpful.

Technical Skills

• Basic understanding of OT architecture, system integration and infrastructure concepts.
• Ability to interpret technical requirements and support architecture or engineering documentation.
• Familiarity with enterprise architecture concepts, technical governance and review processes.
• Basic knowledge of cloud architecture principles, including cloud environments, security, networking, scalability, resilience, and system integration would be preferred.
• Good analytical and problem-solving skills, with attention to detail and structured thinking.
• Basic understanding of data platforms, interfaces and operational systems would be a plus.
