Job summary

Land Transport Authority (LTA) is looking for a Deputy Director to lead the planning, development, and operations of bus information systems powering Singapore's public bus network.

You will oversee fleet management, passenger information, data analytics, and cybersecurity, driving technology strategies and partnerships with operators, vendors, and government agencies to ensure reliable, scalable systems.

Qualifications

• Minimum 10 years in ICT or transportation tech with at least 3 in a leadership role.
• Strong leadership and people management across multidisciplinary teams.
• Excellent grasp of system architecture, software delivery, data analytics, and governance.
• Clear communication and stakeholder management abilities; public transport OT/IT experience is a plus.

[What the role is]

[LTA-PT] DEPUTY DIRECTOR, BUS INFORMATION SYSTEMS

[What you will be working on]

You will lead the planning, development, implementation, and operations of mission-critical bus information systems that support Singapore's public bus network. This includes systems for fleet management, bus operations, passenger information, data analytics, cybersecurity, and digital transformation initiatives.

You will drive technology strategies and partnerships with public transport operators, industry vendors, and government agencies to ensure that bus systems remain reliable, secure, scalable, and aligned with LTA's long-term public transport objectives. You will also oversee the governance of technology projects, operational support, cybersecurity compliance, and system lifecycle management.

Key Responsibilities:

• Lead the strategy, planning, development, implementation, and maintenance of bus information systems supporting public transport operations, including fleet management, passenger information, and data management systems.
• Drive the digital transformation of bus operations through the adoption of emerging technologies.
• Establish and maintain technology roadmaps, system architectures, and operational standards to ensure system reliability, scalability, interoperability, and future readiness.
• Lead vendor, contract, and stakeholder management activities, including engagement with public transport operators, system integrators, technology providers, and internal stakeholders.
• Oversee cybersecurity governance and compliance for operational technology (OT) and information technology (IT) systems supporting bus operations through close working with LTA IT teams.
• Direct the management of system operations, service performance, incident response, problem management, and business continuity planning to ensure high system availability and operational resilience.
• Leverage operational and business data to drive informed decision-making, performance monitoring, and continuous improvement across bus operations and passenger-facing systems.
• Provide strategic advice and recommendations to senior management on technology investments, risks, innovation opportunities, and operational improvements within the public bus ecosystem.

[What we are looking for]

• Knowledge in Information Technology, Engineering, Information Systems, Data Analytics, or a related discipline.
• At least 10 years of relevant experience in ICT, transportation technology, systems engineering, digital transformation, or related fields, with at least 3 years in a leadership role.
• Strong leadership and people management skills, with experience leading multidisciplinary teams and large-scale technology programmes.
• Good understanding of system architecture, software delivery, data configuration, data analytics, cloud technologies, and technology governance.
• Strong analytical, communication, and stakeholder management skills, with the ability to translate business needs into technology solutions.
• Experience in public transport systems, operational technology, will be an advantage.
