Job summary

GovTech Singapore, embedded at SG Enable, seeks a Lead/Senior Designer to drive UX and service design across digital products for persons with disabilities and caregivers. You’ll lead strategy, hands-on design, accessibility leadership, and team mentorship, while collaborating with engineers and product teams.

You will hire and mentor designers, oversee external partners, and report into GovTech's design practice, shaping SG Enable's digital transformation agenda and service outcomes.

Qualifications

• 10+ years designing and shipping digital solutions end-to-end.
• 5+ years leading and growing design teams.
• Experience leading design in complex, multi-stakeholder environments.
• Mastery across design disciplines: framing, research, service/product design, prototyping, storytelling.
• Strong understanding of accessibility and inclusive design (WCAG).

This role is forward-deployed to SG Enable, a government-linked organisation that works to build a more inclusive Singapore by supporting persons with disabilities and their caregivers across employment, lifelong learning, independent living and community inclusion.### The roleThe Lead / Senior Designer sits within GovTech's design community but is embedded at SG Enable, working directly with its business stakeholders to drive design across digital products and services. The role spans UX strategy, hands-on design delivery, accessibility leadership and team management. You would hire and mentor designers, oversee external design partners, and report into GovTech's design practice while shaping SG Enable's digital transformation agenda.### What you would do* Define and drive UX and service design strategies aligned with SG Enable's digital transformation priorities and service outcomes.* Lead the design of accessible, end-to-end experiences across multiple digital products, platforms and service touchpoints used by persons with disabilities, caregivers, service providers and ecosystem partners.* Translate complex policy, operational and technical requirements into simple, effective user experiences, balancing user needs with business and technology constraints.* Champion accessibility and inclusive design throughout the product lifecycle, including research, prototyping, testing and implementation, with attention to WCAG standards and assistive technologies.* Plan and prioritise design work across concurrent initiatives, providing direction and quality oversight to ensure consistency and usability.* Hire, coach and mentor designers, supporting their professional growth in accessibility, product thinking and service design.* Work with product teams to define and track UX and service performance metrics, using qualitative and quantitative insights to drive continuous improvement.* Contribute to GovTech's wider design community by piloting new initiatives, sharing knowledge and helping less experienced designers develop their craft.### What they are looking for* 10 or more years designing and shipping digital solutions end-to-end, from research and discovery through to product delivery and impact measurement.* 5 or more years leading and growing design teams, with a track record of building design culture and capability across disciplines.* Experience leading design in complex, multi-stakeholder environments (B2B, enterprise or platform contexts are particularly relevant).* Ability to manage multiple concurrent projects and portfolios while maintaining quality.* Mastery across design disciplines: problem framing, user research, service design, product design, prototyping and storytelling.* Strong understanding of accessibility and inclusive design principles, including WCAG standards and designing for users with diverse physical, sensory, cognitive and communication needs (required).* Experience planning and conducting user research with diverse user groups, including adapting methods for different accessibility and communication needs.* Comfort working at the boundary of design and technology, with enough fluency in APIs, system integrations, data-driven interfaces and permissions models to co-create effectively with engineers.* Strong communication and stakeholder management skills across all organisational levels.* Experience designing for the public sector, social services, healthcare, education or disability support ecosystems (nice to have).* Experience with assistive technologies, accessibility audits or inclusive usability testing (nice to have).### Working arrangementsThe role is based in Singapore on a hybrid basis, with up to three work-from-home days per week depending on the role. You would be forward-deployed to SG Enable rather than working from GovTech's main offices.
