Job summary

Asia Infrastructure Solutions is seeking a Lead Resident Technical Officer to represent clients on construction sites in Singapore. You will read and interpret drawings, ensure compliance with contracts and regulations, and work under Qualified Persons’ direction on site, indoors in the office or outdoors as required.

Responsibilities include supervising works, maintaining quality, inspecting materials, performing tests, reviewing drawings, and preparing progress reports.

Qualifications

• Diploma/Degree in Civil & Structural (C&S) Engineering (or) Possess at least the National Construction Certificate of Supervision (NCCS)
• Accredited as a C&S Resident Technical Officer (RTO) by IES or ACES
• Minimum 5 years’ experience in site supervision of HDB BTO projects.
• Essential to have good knowledge and experience in architectural, Civil & structural and M&E works.
• Certificate in BCSS (Building Construction Safety Supervision) or other similar construction-safety certification.

• Inspect materials and workmanship of construction work.
• Perform tests to check the quality of materials.

• Attend meetings with Qualified Persons and project consultants/clients.
• Assist in preparing progress reports.
• Other ad hoc duties as and when directed.

Job description

Main Purpose of the Job:

The Lead Resident Technical Officer represents clients on construction sites. He/She must be able to read and interpret architectural drawings and details of construction projects and ensures that construction projects follow contracts and regulations. He/She shall be working under the control and direction of the appointed Qualified Person(s) when carried out his/her duties for the assigned project. He/She works indoors at project site’s office, and may also work outdoors at the project construction sites when required.

Job Description (Key Responsibilities):

• Supervise construction works, maintain quality control and ensure that the works are carried out in accordance with the project specifications, design intent, approved drawings and site instructions by the supervising qualified persons and project consultants/clients
• Ensure that contractors carry out their work in compliance with the prevailing regulations set up by the building authorities and government agencies of Singapore
• Inspect materials and workmanship of construction work.
• Perform tests to check the quality of materials.
• Review project drawings and specifications, and raise any discrepancies and/or potential problems to the appointed Qualified Person and project consultants/clients
• Attend meeting with qualified persons and project consultants/clients
• Assist in preparing progress reports
• Other ad hoc duties as and when directed

Job Requirements & Person Specification (Qualifications, Experience, Skills & Behaviours)

• Diploma/Degree in Civil & Structural (C&S) Engineering (or) Possess at least the National Construction Certificate of Supervision (NCCS)
• Accredited as a C&S Resident Technical Officer (RTO) by Institution of Engineering Singapore (IES) or Association of Consulting Engineers Singapore (ACES)
• Minimum 5 years’ experience in site supervision of HDB BTO projects.
• Essential to have good knowledge and experience in architectural, Civil & structural and M&E works.
• Certificate in BCSS (Building Construction Safety Supervision) or other similar construction-safety certification.
