Job summary

HTX (Home Team Science & Technology Agency) is seeking a Lead Engineer (AI Training & Competency) to shape AI workforce capability-building across the Home Team. Qualifications

  • Minimum 6 to 8 years of relevant professional work experience in learning and development, instructional design, digital learning development, workforce capability development, or AI‑related training programmes.
  • Experience in developing competency frameworks, learning pathways and workforce capability-building initiatives.
  • Experience in designing and developing digital learning experiences, including e-learning content, learning journeys and online learning resources.
  • Familiar with instructional design methodologies and blended learning approaches.

What The Role Is

The Lead Engineer (AI Training & Competency) will support the Head (AI Training & Competency) in the development and delivery of AI workforce capability‑building initiatives across the Home Team. This role plays a key part in designing and developing AI learning content, digital learning experiences, competency development initiatives, and training programmes that enable Home Team officers to responsibly and effectively adopt AI technologies.

The incumbent will engage Home Team Departments (e.g., SPF, SCDF, ICA, etc.), industry partners, academia, government agencies, and learning providers to understand evolving learning needs, emerging AI technologies, and workforce capability requirements. The role will support the continuous improvement of AI learning content, competency frameworks, and learning pathways, while contributing to Communities of Practice and AI Advocate networks that encourage AI adoption and knowledge sharing across the Home Team. The ideal candidate will have a strong background in learning and development, instructional design, digital learning development, stakeholder engagement, and a passion for empowering individuals through the effective use of AI.

What You Will Be Working On
  • Support the design, development and delivery of AI upskilling and reskilling initiatives that equip Home Team officers with the knowledge and skills to responsibly and effectively leverage AI technologies.
  • Design, develop and maintain engaging digital learning experiences, including e-learning modules, self‑paced learning resources, interactive learning content, digital learning pathways and learner support materials to enable scalable AI learning across the Home Team.
  • Apply instructional design methodologies, adult learning principles and blended learning approaches to develop effective, learner‑centric training programmes and learning content that cater to diverse competency levels and learning needs.
  • Support the translation of AI capabilities and use cases into practical learning interventions that build awareness, confidence and proficiency in the responsible use of AI tools and technologies.
  • Support the Head (AI Training & Competency) in the development, implementation and continuous enhancement of AI competency frameworks, learning pathways and workforce capability development initiatives aligned with organisational priorities and emerging skills requirements.
  • Conduct learning needs analysis and identify emerging skills gaps, competency requirements and capability development opportunities to support continuous improvement of AI learning programmes and workforce development efforts.
  • Support the development and growth of Communities of Practice and AI Advocate networks through learning activities, knowledge‑sharing initiatives and engagement programmes that encourage AI learning and adoption.
  • Work closely with Home Team Departments, public sector agencies, industry partners, academia and training providers to identify learning needs, gather stakeholder feedback and support AI capability‑building initiatives.
  • Support the review, evaluation and continuous improvement of AI learning content and programmes through learner feedback, stakeholder engagements and monitoring of emerging AI developments, ensuring learning interventions remain relevant, effective and aligned with organisational objectives.
  • Stay abreast of emerging AI technologies, digital learning practices and workforce development trends, and contribute recommendations to enhance AI learning programmes and learning methodologies.
  • Collaborate with stakeholders across the Home Team Training and Learning community to support the development of AI competencies and ensure learning programmes remain aligned with evolving organisational and operational needs.
What We Are Looking For
  • Bachelor’s degree in Computer Science, Computer Engineering, or a related discipline.
  • Minimum 6 to 8 years of relevant professional work experience in learning and development, instructional design, digital learning development, workforce capability development, or AI‑related training programmes.
  • Experience in developing competency frameworks, learning pathways and workforce capability‑building initiatives.
  • Experience in designing and developing digital learning experiences, including e-learning content, learning journeys and online learning resources.
  • Familiar with instructional design methodologies, content authoring tools, adult learning principles and blended learning approaches.
  • Experience engaging stakeholders across public sector agencies, industry partners, training providers or academia would be advantageous.
  • Good understanding of AI technologies and their applications, with an interest in AI workforce development and capability building.
  • Agile and resilient in adapting to rapid AI advancements, ensuring learning content remains relevant and effective.
  • Able to translate organisational learning needs into practical and impactful learning solutions.
  • Possesses strong communication, stakeholder engagement and facilitation skills, with the ability to work effectively across multidisciplinary teams.
  • Excellent organisational skills, attention to detail and a passion for empowering others through learning and development.

All new hires are appointed on a two‑year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
