The Community Psychology Hub (CPH) is dedicated to improving people’s lives through innovative, quality psychological and research services. We work in active collaboration with partners in the social service and public sector to provide care for persons with vulnerabilities alongside their families in the community. Set up by the Ministry of Social and Family Development in 2015, we are a unit sited within SG Enable Ltd, a registered charity and an Institution of a Public Character.
You will assist with the overall maintenance of CPH’s ICT infrastructure, ensuring its reliability, security, and efficiency. You will play a critical role in co-shaping the future of our ICT landscape, implementing cutting-edge technologies together with our business units.
At the Manager level, you are expected to perform the key responsibilities independently, with minimal supervision.
Responsibilities
1. ICT Infrastructure
- Review, enhance and execute a comprehensive ICT infrastructure strategy aligned with the CPH’s goals and objectives
- Review and improve ICT Service management in accordance to appropriate framwork such as ITIL
- Manage and maintain CPH’s server, network, and storage infrastructure
- Track project deliverables and ensure that the projects are completed within budget, schedules and quality standards
- Ensure data integrity, backup, and disaster recovery plans are in place and tested regularly
- Evaluate and implement new technologies to enhance system performance and security
2. Security
- Monitor and maintain the cybersecurity posture of the organisation, including data protection and compliance
- Manage cybersecurity training at organisation level
3. Team Comms and Processes
- Develop and update SOPs and FAQs to address routine queries, share or explain information
- Improve SOPs and systems to ensure efficiency of processes. This includes exploring innovative technological applications and leading the implementation of new processes
4. Procurement
- Manage end-to-end procurement needs from pre-planning, preparting of specifications and tender documents, evaluate, award and contract management, ensuring CPH purchases meet procurement guidelines
- Manage vendor relationships, negotiate contracts, and oversee service level agreements
5. Self-Development
- Stay current with industry trends and emerging technologies to make informed recommendations
- Attend training/workshops and to develop relevant knowledge and skills
Requirements
1. Qualifications, Technical Skills & Knowledge
- A Diploma or Bachelor's degree in Computer Science, Information Technology, or a related field with at least 5 years of experience.
- Preferably with at least 3 to 5 years of relevant working experience. Hands-on experience in helpdesk and desktop support is a must
- MCP (Microsoft Certified Professional) / MCSE (Microsoft Certified Solution Expert) preferred and will be advantageous
- Proficiency in security, network and system administration, virtualisation, and cloud technologies
- Experience with preparation of tenders and writing of specifications
- Proficient in preparation of presentation materials and delivery of presentations to relevant stakeholders
- Knowledge of cybersecurity best practices and risk management
2. Other qualities

- A curious mind to learn and improve things, and an interest to understand and work with people from different backgrounds
