St Andrew's Nursing Home (SANH) is seeking an experienced HR partner to drive manpower planning, healthcare talent acquisition, and regulatory compliance across two nursing homes. The role focuses on engagement, staff relations, and leveraging partnerships with MOH and institutions to build a future-ready workforce in a fast-paced eldercare setting.

Ideal candidates bring 8+ years of HR management, a relevant degree, and proven cross-site operations experience to support a growing not-for-profit

Qualifications

  • 8+ years of progressive HR management experience in healthcare, eldercare, or community care is an advantage.
  • Strong ability to manage HR operations across multiple sites/branches.
  • Well-developed interpersonal skills for a multicultural workforce.

Responsibilities

  • Oversee full-cycle recruitment for clinical and non-clinical roles.
  • Manage local recruitment drives while executing foreign manpower sourcing strategies.
  • Partner with educational institutions for clinical attachments and graduate placements.
  • Foster a neutral HR presence for staff and department heads across two nursing homes.
  • Conduct prompt, fair investigations in line with MOM Tripartite Guidelines.
  • Implement staff wellness, engagement, and recognition programmes.
  • Generate HR reports and trends for management decisions.
  • Support performance appraisal cycles and development plans.
  • Coordinate with payroll for CPF submissions, OT calculations, and shift allowances.

About the role

This role serves as an operational and strategic HR partner to leadership, driving manpower planning, healthcare talent acquisition, Ministry of Health (MOH) compliance, employee retention and relations. The ideal candidate thrives in a fast-paced long-term care environment, manages time effectively across 2 Nursing Homes, and understands the unique Human Resource and foreign manpower challenges in Singapore's healthcare sector.

Key responsibilities
  • Oversee full-cycle recruitment for clinical and non-clinical roles
  • Manage local recruitment drives while executing foreign manpower sourcing strategies
  • Partner with local educational and vocational institutions for clinical attachments and graduate placements
  • Foster a positive environment by serving as an accessible, neutral HR presence for staff and department heads at both nursing homes
  • Conduct prompt, fair investigations into workplace disputes, complaints, or incident reports in accordance with MOM's Tripartite Guidelines
  • Implement staff wellness, engagement initiatives and recognition programmes
  • Leverage on technology to generate HR reports and trends for management to make informed decisions
  • Facilitate performance appraisal cycles, supporting Department Heads with performance management and development plans
  • Manage training plans to meet mandatory continuing education units and clinical competency requirements
  • Work with SkillsFuture Singapore (SSG) and AIC (Agency for Integrated Care) training subsidies to upscale care staff skills
  • Coordinate with central payroll to ensure accurate, timely CPF submissions, OT calculations, and shift allowance disbursements.
About you
  • 8+ years of progressive HR management experience; experience in healthcare, eldercare, or community care sector is an advantage
  • Bachelor's degree in Human Resources, Business Administration, Healthcare Management, or equivalent
  • Well-developed track record in managing HR operations across multiple sites/branches
  • Ability to work effectively between multiple sites and prioritize operational urgency
  • Strong interpersonal skills to manage a diverse, multicultural workforce consisting of local and foreign healthcare staff
  • Proven external and internal stakeholder management skills
