Job summary

Private Advertiser is seeking an experienced HSE Executive/Assistant HSE Manager to oversee health, safety and environmental management for energy, renewable energy and infrastructure projects in Singapore and the region.

You will collaborate with project teams, engineers and subcontractors to implement HSE requirements, monitor safety performance and ensure safe execution across the project lifecycle. Strong knowledge of WSH regulations and PTW systems is essential.

Qualifications

• 5–8 years of relevant HSE experience in construction, engineering, EPC or energy-related projects.
• Experience working for a main contractor / EPC contractor is strongly preferred.
• Practical experience in subcontractor management, site safety monitoring and construction HSE coordination.
• Good working knowledge of PTW systems, MSRA, JSA/JHA and Safe Work Procedures.
• Familiarity with Singapore WSH legislation, MOM requirements and applicable safety standards.
• Understanding of construction safety, electrical safety and high-risk work activities.
• Relevant Singapore WSH/HSE qualifications and certifications.
• Good communication, coordination, documentation and problem-solving skills.
• Able to work independently, take initiative and follow through on HSE matters.
• Willingness to travel to project sites in Singapore and the region when required.

Responsibilities

• Implement and maintain project HSE Management Plans, procedures and safe work practices.
• Monitor site activities to ensure compliance with Singapore WSH legislation, MOM requirements, client standards and project-specific HSE requirements.
• Support the Project Manager and Construction Manager in addressing HSE matters and maintaining safe working conditions across project sites.
• Identify workplace hazards, assess risks and recommend appropriate control measures.
• Monitor subcontractors' HSE performance and ensure compliance with project safety requirements.
• Conduct regular site inspections, safety audits and workplace observations.
• Follow up on unsafe acts, unsafe conditions, audit findings and corrective actions.
• Conduct toolbox meetings, safety briefings and other safety awareness activities.
• Review Method Statements, Risk Assessments (MSRA), Job Safety Analysis (JSA/JHA) and Safe Work Procedures.
• Assist in administering and monitoring the Permit-to-Work (PTW) system, ensuring permits are properly issued, controlled and closed in accordance with project requirements.

About the role

We are seeking a hands-on and experienced HSE Executive / Assistant HSE Manager to support health, safety and environmental management across our energy, renewable energy and infrastructure projects in Singapore and the region. Our company operates as a main contractor / EPC contractor, engaging specialist subcontractors to carry out construction, installation and commissioning activities. The successful candidate will work closely with project management, construction teams, engineers and subcontractors to implement project HSE requirements and ensure safe execution of works throughout the project lifecycle.

Key responsibilities
