Job summary

NTS Singapore is seeking an experienced HR Specialist (TA Focus) to attract, source and hire top talent across multiple functions. You will partner with business leaders to understand workforce needs, manage the full recruitment lifecycle and support internship programs, while ensuring compliance with MOM/TAFEP requirements.

You will drive sourcing strategies across channels, maintain ATS data accuracy, and contribute to HR initiatives including onboarding and training.

Qualifications

• Minimum 5 years of Talent Acquisition/recruitment experience
• Experience recruiting across diverse functions and levels
• Familiarity with MOM/TAFEP requirements is preferred
• Proficient in ATS, recruitment technologies, and HR data analytics
• Strong organizational and interpersonal skills with multi-vacancy management
• Proactive, resourceful and proficient in Excel, PivotTables

Job description

As HR Specialist (TA Focus) at NTS Singapore you will be responsible for attracting, sourcing, and hiring top talent across multiple functions and levels, supporting the organization's growth objectives while ensuring an exceptional candidate experience. You will partner closely with business function leaders and hiring managers to understand workforce requirements and manage the full recruitment lifecycle from requisition through onboarding. In addition, you will support internship and young talent programs, HR initiatives, and recruitment analytics. You will also ensure recruitment activities and job advertisements comply with applicable local legislation and requirements.

Furthermore, your duties are:

• Manage the end-to-end recruitment process, from job requisition and sourcing through selection and onboarding, while maintaining a positive and engaging candidate experience

• Build strong relationships with business function leaders and hiring managers, understand workforce planning requirements, and provide recruitment advice and staffing best practices

• Develop and execute effective sourcing strategies through job boards, social media, networking, referrals, direct sourcing, career fairs, and other relevant channels to build strong candidate pipelines

• Maintain accurate and up-to-date ATS records and recruitment databases, monitor recruitment metrics, and prepare hiring statistics, analysis, and reports to support informed hiring decisions

• Lead internship and Young Talents outreach programs, participate in career fairs, work closely with business functions on internship requirements, and establish strong relationships with educational institutions

• Ensure recruitment activities and job advertisements comply with applicable MOM and TAFEP requirements and local legislation, while maintaining a strong compliance mindset

• Support other HR initiatives, including onboarding and immersion programs, LMS and training administration, HR projects, policy implementation, and other tasks assigned by the reporting officer

Job requirements

• Minimum 5 years of experience in Talent Acquisition/recruitment, preferably within a manufacturing, semiconductor, or high-tech manufacturing environment, with experience handling staffing activities across different levels, including high-volume or mass blue-collar hiring

• Diploma or Bachelor's degree in Human Resources, Business Administration, or a related field

• Proven experience recruiting across diverse functions and organizational levels, with strong knowledge of recruitment methodologies and market practices

• Good knowledge of MOM and TAFEP requirements relating to recruitment, job advertisements, and employment practices, with a strong commitment to compliance

• Familiarity with Applicant Tracking Systems (ATS), recruitment technologies, and HR data analytics, with the ability to prepare HR reports and perform data analysis

• Strong organizational and interpersonal skills, with the ability to manage multiple vacancies simultaneously, collaborate with diverse teams, and build relationships at all levels of the organization

• Proactive, resourceful, and solutions-oriented, with a can-do attitude and proficiency in Microsoft Office, particularly Excel and PivotTables
