HR & ADMINISTRATION MANAGER

Location: Singapore
Employment Type: Full-Time, Permanent
Monthly Salary: S$7,500-S$10,000
Department: Human Resources & Administration
Reporting To: Head of Overseas Human Resources / Country Manager, Singapore
Travel Requirement: Occasional business travel within Southeast Asia

ROLE OVERVIEW

We are seeking an experienced HR & Administration Manager to lead the full spectrum of human resources and office administration activities for our Singapore operations.

The successful candidate will be responsible for local employment compliance, payroll and benefits administration, work pass management, talent acquisition, HR business partnering, employee engagement and general office management.

The role will also support the company's regional business expansion in the AI infrastructure and internet data centre sector, including the recruitment and onboarding of technical, commercial and operational talent.

KEY RESPONSIBILITIES
1. Singapore HR Operations and Employment Compliance
  • Manage the full spectrum of HR operations for the Singapore entity in accordance with the Employment Act, relevant Ministry of Manpower requirements and applicable company policies.
  • Prepare, review and maintain employment contracts, HR policies, employee handbooks, personnel records and standard HR documentation.
  • Advise management and employees on employment terms, workplace policies, leave, benefits, employee relations and other HR matters.
  • Monitor changes in Singapore employment regulations and recommend necessary updates to company policies and operating procedures.
  • Maintain accurate and confidential employee records in accordance with applicable data-protection requirements.
2. Payroll, Compensation and Benefits
  • Manage monthly payroll preparation and coordinate accurate and timely salary disbursement.
  • Complete monthly CPF submissions and statutory contributions within the required timelines.
  • Coordinate annual employee tax reporting, including IR8A preparation and submission through the Auto-Inclusion Scheme, where applicable.
  • Administer employee benefits, leave records, insurance coverage, claims and other compensation-related matters.
  • Support salary benchmarking, annual compensation review and workforce-cost planning.
3. Work Pass Management
  • Manage applications, renewals, amendments, issuance and cancellations for Employment Passes, S Passes and other applicable work passes.
  • Coordinate Dependant’s Pass and Long-Term Visit Pass applications where required.
  • Conduct preliminary work pass eligibility assessment using the relevant MOM requirements, including the Employment Pass qualifying salary and COMPASS framework.
  • Maintain accurate work pass records and monitor expiry dates, regulatory deadlines and related compliance requirements.
  • Coordinate with appointed employment agencies or professional advisers when external support is required.
4. Talent Acquisition and Workforce Planning
  • Partner with business leaders to understand workforce requirements arising from the company's expansion plans.
  • Develop and manage recruitment pipelines for technical, commercial and operational roles within the AI infrastructure and internet data centre sector.
  • Manage the end-to-end recruitment process, including job scoping, advertising, candidate screening, interview coordination, offer management and onboarding.
  • Ensure that recruitment and selection practices are fair, merit-based and compliant with applicable Singapore employment guidelines.
  • Develop relationships with recruitment partners, educational institutions, industry associations and other relevant talent channels.
5. Performance Management, Training and Employee Engagement
  • Implement and administer performance-management processes, probation reviews and annual appraisal exercises.
  • Coordinate employee onboarding, orientation and internal training programmes.
  • Organise relevant compliance, workplace safety, information-security and industry training.
  • Support employee engagement, retention, succession planning and organisational-development initiatives.
6. HR Business Partnering and Regional Coordination
  • Serve as the local HR business partner to management and business teams in Singapore.
  • Support organisational design, workforce deployment, team development and employee-relations matters.
  • Coordinate with overseas HR and management teams on regional HR policies, reporting and workforce initiatives.
  • Facilitate effective collaboration and cultural integration between locally based employees and personnel assigned from overseas offices.
  • Prepare regular HR reports, workforce analyses and management updates.
7. Office Administration and Business Support
  • Oversee the day-to-day administration and operation of the Singapore office.
  • Manage office tenancy matters, facilities, fixed assets, procurement, maintenance and workplace services.
  • Manage external vendors relating to office supplies, IT equipment, employee insurance, facilities and other corporate services.
  • Negotiate vendor terms, monitor service performance and manage administrative expenses.
  • Coordinate regional business travel, business visa documentation and corporate hospitality arrangements.
  • Support office set-up, expansion or relocation projects when required.
REQUIREMENTS
  • Diploma or bachelor's degree in Human Resource Management, Business Administration or a related discipline.
  • At least 5 years of relevant HR and administration experience, including hands-on responsibility for Singapore HR operations.
  • Relevant HR or administration experience within the internet data centre, technology infrastructure, cloud computing, telecommunications or a related technical industry is preferred.
  • Practical knowledge of the Singapore Employment Act and applicable employment regulations.
  • Hands-on experience in payroll administration, CPF submissions and annual employee tax reporting, including IR8A and the Auto-Inclusion Scheme.
  • Hands-on experience managing Employment Pass and S Pass applications through the relevant MOM employment pass eServices.
  • Working knowledge of Employment Pass eligibility requirements and the COMPASS framework.
  • Experience in talent acquisition, employee relations, performance management, HR operations and office administration.
  • Able to manage multiple HR and administrative responsibilities independently in a growing business environment.
  • Strong stakeholder-management, communication, organisation, negotiation and problem-solving skills.
  • Strong written and spoken English is required for communication with locally based employees, government agencies, vendors and business partners, and for preparing HR documentation.
  • Professional proficiency in Mandarin is required for regular HR policy coordination, workforce reporting and operational communication with the company's China-based headquarters and management teams.
  • Willing and able to undertake occasional business travel within Southeast Asia, including Malaysia and Indonesia.
PREFERRED QUALIFICATIONS
  • Experience supporting a newly established or rapidly expanding Singapore operation.
  • Experience recruiting technical talent for data centres, AI infrastructure, cloud services, telecommunications or related industries.
  • Experience working as an HR business partner in a regional or cross-border environment.
  • Familiarity with HR information systems, payroll platforms and workforce-reporting tools.
  • Relevant professional HR certification, such as an IHRP certification, is an advantage.
Compensation and Benefits
  • Monthly base salary of S$7,500-S$10,000
  • Annual Wage Supplement (AWS), equivalent to one month's basic salary

  • 16-20 days of annual leave, depending on experience and seniority
  • Reimbursement of approved business communication and transportation expenses
  • Reimbursement of approved business travel expenses within Southeast Asia

The final remuneration package will be determined based on the candidate’s relevant Singapore HR experience, industry exposure, professional capabilities and overall suitability for the position.
