Job summary

ALFA MEDICAL MANAGEMENT PTE. LTD. seeks an experienced strategic and operations leader to optimize clinical operations across day surgery and specialist centres. You will translate the COO's priorities into actionable plans, oversee budgets, and drive performance and service quality in a highly regulated healthcare environment.

You will manage manpower, collaborate with HR, and ensure facilities and processes meet MOH standards while delivering scalable growth and efficiency.

Qualifications

• Bachelor's degree in Healthcare Management, Business Administration, or a related field.
• At least 8 years of relevant operational experience, with at least 5 years in a managerial or leadership capacity, preferably in healthcare or a highly regulated environment.
• Strong competencies in budgeting, stakeholder communication, manpower planning, and regulatory compliance.

Responsibilities

• Drive operational efficiency, service excellence, profitability, and scalability across the Group's clinical operations.
• Translate the Company's strategic direction and COO priorities into actionable operational plans and initiatives.
• Provide leadership and oversight across day surgery centres, specialist centres and other clinical operations.
• Plan, manage, and optimize OPEX/CAPEX budgets.
• Establish and monitor operational KPIs, billing reconciliation and cost performance.
• Conduct periodic reviews of clinical operations and KPIs with recommendations to Management.
• Oversee manpower planning, staff deployment and resource utilisation across clinical operations.
• Lead and develop the Operations team and frontline staff.
• Work with HR on manpower requirements, workforce productivity and capability development.
• Ensure clinic infrastructure, equipment and resources are maintained and fit for purpose.
• Maintain compliance with MOH standards, healthcare regulations and SOPs.
• Drive continuous improvement to enhance patient experience and service quality.
• Review workflows and implement process improvements across clinical centres.
• Act as escalation point for significant operational and service-related issues.

• Provide leadership and oversight across the day surgery centres, specialist centres and other assigned clinical operations.

Financial & Cost Control

• Plan, manage, and optimize operational and capital expenditure (OPEX/CAPEX) budgets.
• Establish and monitor operational KPIs, billing reconciliation and cost performance to drive operational efficiency.
• Conduct periodic reviews of clinical operations and KPIs and provide recommendations to Management.

Manpower & Resource Optimization

• Oversee manpower planning, staff deployment and resource utilisation across the clinical operations.
• Lead and develop the Operations team and frontline operational staff.
• Work closely with HR and relevant stakeholders on manpower requirements, workforce productivity and capability development.
• Ensure clinic infrastructure, equipment and operational resources are appropriately maintained and fit for purpose.

Regulatory Compliance & Quality Standards

• Maintain strict compliance and abreast up-to-date to Ministry of Health (MOH) standards, healthcare regulations, and corporate Standard Operating Procedures (SOPs).
• Ensure compliance with financial controls, billing policies and applicable data protection and information security requirements.

Service Excellence & Continuous Improvement

• Drive continuous improvement initiatives to enhance operational efficiency, patient experience and service quality.
• Review operational workflows and implement process improvements across the clinical centres.
• Act as an escalation point for significant operational and service-related issues
