Job summary

GovTech Singapore seeks an IT Audit and Data Analytics leader to mature the IT Audit function within the Internal Audit Branch (IAB). You will oversee IT Audit Managers and outsourced auditors, advising MOE Audit Committee and senior management while driving data analytics and AI-enabled audit initiatives.

You will steer strategic IT risk governance, develop the data strategy, and lead integrated audits across business and IT domains, building in-house capability through a robust transformation

Qualifications

• Degree in an IT discipline, or equivalent.
• Certifications such as CISA or CISM; cloud security certifications (CCSP / AWS / Azure) advantageous.
• Minimum 12 years in IT audit/compliance, with at least 3 years in a leadership role; deep knowledge of cybersecurity, cloud security, network infrastructure, data privacy, and business continuity.
• Proven track record leading IT audit functions and teams; strong governance, internal controls, and data analytics in audit.
• Experience developing people, setting direction, and delivering feedback.
• Strategic thinking and ability to translate IT risk into actionable recommendations for senior management.
• Familiarity with AI tools and prompt engineering in audit delivery.
• Excellent written and verbal communication and presentation skills.

Responsibilities

• Define operating model, audit methodology, and quality standards for IT Audit within IAB.
• Develop a multi-year IT audit strategy aligned with MOE risk landscape and digital priorities.
• Advise on IM8 data management, storage, and cybersecurity governance.
• Champion adoption of emerging technologies (AGEM, GenAI, LLM, Python) in audit practices.
• Drive data strategy across the MOE Internal Audit Family to improve effectiveness and monitoring.
• Oversee IT Audit team quality and rigour; review and approve workplans, risk assessments, and reports.
• Mentor team members and allocate resources across engagements.
• Design capability development to establish in-house IT audit expertise.
• Support integrated audits with general auditors; upskill IAB in data analytics and AI tools.
• Lead IT audit contributions to integrated audits and transformation; develop automation/testing tools roadmap.
