Job summary

Prudential Plc in Singapore seeks a senior leader to own enterprise controls and risk governance. You will lead the development and enhancement of policies, delegated authorities, and governance forums with the CEO and management team.

You will maintain the controls library, ensure MAS alignment, coordinate with Risk & Compliance, manage outsourcing governance, and drive remediation of breaches. Strong stakeholder engagement and executive reporting are essential.

Qualifications

  • Degree in Business/Finance/Law/Risk (or related); controls/risk/audit qualification preferred.
  • 15+ years in enterprise controls/operational risk/internal audit/governance in financial services (FA preferred).
  • Strong understanding of MAS requirements and Prudential group standards, including outsourcing expectations.
  • Ability to translate regulatory requirements into practical governance, controls and MI.

Responsibilities

  • Lead development, implementation and enhancement of PFA policies, delegated authorities, governance forums, decision rights and escalation routes with the CEO and PFA Management team.
  • Maintain PFA’s enterprise controls library and minimum control standards, ensuring MAS alignment and Prudential group standards.
  • Act as senior first-line escalation & coordination point for material governance breaches; drive triage, root-cause analysis and remediation.
  • Coordinate with Line 2 Risk & Compliance while preserving its independent oversight responsibilities.
  • Lead outsourcing governance, including TPRM, and ensure MAS requirements across lifecycle.

Key Responsibilities:
  • Enterprise controls framework & governance

  • Lead the development, implementationandongoing enhancement ofPFA policies, delegated authorities, governance forums, decision rights and escalation routes with the CEO and PFA Management team, for approval through the appropriate authorities.

  • MaintainPFA’senterprise controls library andminimum controlstandards, ensuring alignmentto MASrequirements, relevant industry guidelinesand applicablePrudentialgroup standards.

  • Act astheseniorfirst-lineescalationand coordinationpoint formaterialgovernance breachesandcontrol breakdowns; drive triage,root-cause analysis, issue tracking, remediationand escalation of systemic themes, with clear recommendations to the CEO and relevant governance forums.

  • Coordinate with Line 2 Risk & Compliance while preserving its independent oversight and challenge responsibilities.

  • Outsourcing governance (including TPRM)

  • Lead the governance framework foroutsourced arrangements, includingmaterial outsourcingand TPRM, coveringaccountability, performanceandrisk monitoring, issue management, service recoveryandexit readiness, includingBCPandDR.

  • Ensureoutsourced and third-partyarrangements meetapplicableMASrequirements, relevant industry guidelines and Prudential group standardsacross the lifecycle, includingdue diligence, risk assessments,contractual andcontrol obligations, periodic monitoringandreviews, incidentandescalation reporting, and management information.

  • Advise the CEO, PFA Management team and accountable service owners on material outsourcing exposures, significant vendor-related issues andrecommended remediation actions, while maintaining clear first-line ownership and independent second-line oversight.

  • Operational controlsframework and businessownership

  • Establish the framework, methodology and minimum standards forkeyandmaterial controls across PFA, includingsales, servicing, outsourcingandthird-party distribution; work with business and functional leaders to ensure process, risk andcontrolownership is clearly assigned, documented and understood.

  • Set standards for control descriptions, SOPs, process maps, evidence, record-keeping and management attestations; monitorcontrol performance via MI,metrics, exceptions, attestations,thematic reviews and periodic testing;and coordinateissue management end-to-end, includingroot cause, action tracking, validation, closure and escalation of systemic issues.

  • Provide specialist advice and constructive challenge on control design and operating effectiveness, while preserving accountability with the relevant first-line business owners and independent oversight with Line 2 Risk & Compliance.

  • Governance uplift

  • Partner the CEO and PFA Management team todevelop and implementgovernanceuplift initiatives thatsimplifyandharmonise policies, strengthen controlsandtighten reporting discipline, for endorsement through the appropriate governance channels.

  • Embed conduct andfirst-lineaccountability through clear ownership,constructive challenge, disciplinedfollow-through and continuous improvement; ensure governance enhancements remain aligned to MAS requirements, relevant industry guidelines and applicable Prudential group standards.

  • Enterprise Data Governance (EDG) oversight

  • Lead the implementation and ongoing enhancement of PFA’s Enterprise Data Governanceframework by establishing ownership for critical data elements, embedding data quality controls into key processes, systemsand outsourced arrangements, and monitoring data issues through MI, exception reporting and remediation tracking.

  • Partner business, technology, risk and compliance stakeholders to strengthen data governancematurity, improve reporting reliability and ensure alignment with MASrequirements, relevant industry guidelines, applicable Prudentialgroup standards and PFA’s enterprise controlsframework, while independent oversight remains with Line 2 Risk & Compliance.

Who we are looking for:
  • Degree inBusiness/Finance/Law/Risk(or related); controls/risk/audit qualification preferred.

  • 15+ years in enterprise controls/operational risk/internal audit/controls testing or regulatory-facing governance in financial services (FA preferred).

  • Strongunderstandingof MASrequirements, relevant industry guidelines and applicable Prudential group standards, including outsourcingexpectations, with theability to translatetheseinto practical governance, controls and MI.

  • Strong influencing across functions,vendorsand senior stakeholders; able to provide credible specialist advice and constructive challenge without relying solely on formal authority. Strong executivewriting and governance-reportingcapabilityfortheCEO, senior management and relevantBoardor management committees; organised andexecution-focused.
