is seeking an experienced engineering leader to head the Modulus site engineering and projects, delivering Tier 3 capex projects and providing technical engineering support across manufacturing and maintenance. Reporting to the Head of Site Engineering & Maintenance, the role leads a team of engineers, drives safety, quality, and regulatory compliance, and collaborates with global SMEs to upgrade standards and implement process improvements.

Qualifications

• Strong technical acumen with a proven track record leading equipment/process troubleshooting and commissioning.
• GxP experience is required to apply.
• Degree or Master in Engineering (Chemical / Mechanical / Electrical / Industrial & Systems).
• Minimum 10 years in Project Management, C&Q and Process Engineering in biopharmaceuticals or API manufacturing.
• Proven ability to plan, execute, and monitor large-scale projects.
• Hands-on DeltaV automation experience and instrumentation knowledge.
• Ability to work with floor engineers, troubleshoot issues, and mentor others.
• Regulatory knowledge of GMP and FDA standards.

Responsibilities

• Manage Tier3 capex projects on site (<5M€).
• Drive site Capex committees and prioritize project funding.
• Provide feasibility input to support decisions with site leadership and central functions.
• Provide process engineering technical support for Manufacturing.
• Contribute to Site Master Plan and Strategy Planning.
• Manage project execution work packages including contracting and phasing of spending.
• Own deliverables for T3 project end-to-end (design, procurement, construction, C&Q).
• Advise on regulatory compliance and industry standards.
• Collaborate with global SMEs to review and upgrade standards and lessons learned.
• Implement process improvements to enhance efficiency, safety, and quality.
• Select and manage external contractors to meet HSE and quality standards.
• Staff Site Engineering and Project teams; plan workforce needs from design to qualification.
• Coordinate T1 & T2 project integration to site routines; provide post-qualification support.
• Lead a team of engineers (Site Tier3 Project Lead, C&Q, Process & Plant Engineers) and support development.

About the Job

Our Manufacturing and Supply organization is preparing its future through an ambitious program named Modulus. The Modulus Project is at the cornerstone of our strategy, aiming to create a new manufacturing concept: a new generation of evolutive multi-product facilities - modular, adaptable and agile - leveraging disruptive technologies to better address vaccine business challenges as well as Specialty Care Biologics products.

We are looking for an experienced engineering leader with hands-on expertise in biopharma/API process engineering and automation controls, and a strong track record delivering projects from feasibility through execution and controls.

The ideal candidate is comfortable in a dynamic environment, brings structured thinking and cross-functional collaboration skills, and enjoys developing high-performing teams.

Reporting to the Head of Site Engineering & Maintenance (Modulus) who sits in the Site Leadership Team, the Head of Engineering & Projects (Modulus) leads the Engineering and Projects sub-function within the Tuas Modulus Site Engineering & Maintenance team, with accountability for Tier 3 capital projects, technical engineering support, and team leadership within that scope.

Accountabilities

• Manage Tier3 (T3, < 5M€) capex projects on site

• Drive site Capex committees; Manage evaluation and prioritization of site project and process improvement initiatives. Decide on the initiation and manage funding of capital projects.

• Provide project feasibility evaluation and technical front-end studies input to support decision making process with site leadership team and central function

• Manage (process) engineering technical support for Manufacturing team

• Provide input to Site Master Plan and Strategy Planning

• Manage project execution work packages, inclusive of contract management, phasing of spending, progress tracking

• Own deliverables associated with T3 project end-to-end workstream; from design, procurement, construction and C&Q

• Advise on strategies to ensure all engineering activities comply with industry regulations and standards

• As part of CoP, work with global SME to review and upgrade standards, best Practices & Lessons Learned

• Implementing process improvements to enhance efficiency, safety, and quality within the engineering and maintenance groups

• Selection and management of external contractors and suppliers to ensure they meet the company’s HSE and Quality standards and requirements

• Staffing of Site Engineering and Project team based on site needs and strategic workforce planning from design to qualification

• Manage T1 & T2 (Global Engineering) project integration to site routine, inclusive of technical/project support post qualification and handover to site.

• Manage a team of engineering professionals (Site Tier3 Project Lead, C&Q, Process & Plant Engineers); nurturing talents, driving performance and development planning.

Experience, Knowledge and Skills

• Only candidates with strong technical acumen, a proven track record in leading equipment/process troubleshooting and commissioning efforts, and the ability to provide hands-on guidance and mentorship to engineers should apply.

• Only candidate with prior GxP experience need to apply

• Degree or Master in Engineering (Chemical / Mechanical / Electrical / Industrial & Systems)

• Minimum 10 years of cumulative experience in Project Management, C&Q and Process Engineering in biopharmaceuticals or API manufacturing. Only candidate with all three areas of expertise will be considered.

• Proven track record in planning, executing, and monitoring large-scale projects

• Hands-on experience with DeltaV automation systems, instrument connectivity, and equipment design is advantageous, with the ability to engage directly at the technical level when required.

• Demonstrated hands-on technical capability, with a proven ability to work alongside engineers on the floor, troubleshoot complex issues directly, and lead by example rather than by setting direction alone

• Excellent analytical and problem-solving skills to address technical issues

• Regulatory Knowledge: Familiar with local statutory requirements, pharmaceutical industry regulations including GMP and FDA standards.

• Strong people management skills and demonstrated ability to work with cross functional teams
