At Singapore Customs, effective communication builds trust, strengthens understanding of our policies and operations, and supports Singapore's position as a trusted global trading hub.As Head, Corporate Communications, you will lead the agency's corporate communications function and shape how Singapore Customs engages businesses, stakeholders, the media and the public. You will drive communications strategies that strengthen our reputation and corporate identity, communicate key organisational priorities, and help Singapore Customs navigate an increasingly complex media and digital landscape.You will serve as a trusted communications adviser to senior management, provide leadership on strategic and emerging issues, and lead a team that delivers impactful communications and engagement initiatives across traditional, digital and social media platforms.
What you will be working on:
- Strategic Communications Leadership Shape and lead Singapore Customs' corporate communications strategy, aligning communications with organisational priorities and strengthening our reputation, corporate identity and public understanding of our roles and work.
- Provide strategic communications counsel to senior management and business units on key organisational initiatives, emerging issues and matters with potential public or reputational impact.
- Anticipate and respond to developments in the external environment, identifying opportunities and risks that could influence public perceptions of Singapore Customs.
- Media Relations and Public Communications Lead media engagement and relations, including proactive media outreach, media releases, media responses and engagement on emerging issues.
- Develop and implement communications strategies and campaigns that support Singapore Customs' enforcement, regulatory and trade facilitation priorities.
- Partner business units to communicate complex policies and operational initiatives in a clear, relevant and accessible manner to diverse audiences.
- Digital Communications and Audience Engagement Lead Singapore Customs' digital communications strategy across social media, web and emerging digital platforms.
- Strengthen audience engagement through effective use of digital channels such as Facebook, Instagram and corporate publications including InSync.
- Stay attuned to emerging communications technologies, digital trends and evolving audience behaviours to enhance engagement and outreach.
- Data Analytics and Audience Insights Drive the use of data, analytics and audience insights to inform communications strategies, audience engagement approaches and content development.
- Establish meaningful measures of communications effectiveness and evaluate the performance of media, digital and outreach initiatives.
- Monitor audience sentiment, engagement trends and the broader communications landscape to identify opportunities, risks and emerging issues.
- Translate data and audience insights into actionable recommendations to strengthen communications outcomes and support continuous improvement.
- Corporate Communications and Stakeholder Engagement Oversee corporate digital channels, including the Singapore Customs website and intranet, ensuring they remain relevant, accessible, user-friendly and compliant with Whole-of-Government requirements.
- Partner the Human Resource Directorate on employer branding and internal communications initiatives to strengthen organisational identity and employee engagement.
- Build strong partnerships across the organisation and with external stakeholders to support effective communications and engagement outcomes.
- Team Leadership Lead, coach and develop the Corporate Communications team, building strong capabilities and fostering a collaborative, innovative and high-performing culture.
- Drive continuous learning and professional development within the team to keep pace with evolving communications practices and technologies.
What we are looking for:
We are looking for an experienced communications professional who combines strategic thinking with strong communications instincts, sound judgement and the ability to lead in a dynamic operating environment.
- At least 8 to 10 years of relevant experience in corporate communications, strategic communications, media relations and stakeholder engagement, including 3 to 5 years of experience leading and developing teams.
- Experience providing communications counsel to senior management and managing communications for complex, sensitive or high-profile issues.
- Strong strategic thinking and judgement, with the ability to translate organisational priorities and complex issues into effective communications strategies and messages.
- Excellent written and verbal communication skills, with the ability to communicate effectively across different audiences and platforms.
- Strong stakeholder management and interpersonal skills, with the confidence and credibility to engage senior leaders and collaborate across diverse functions.
- A strong understanding of the traditional, digital and social media landscape, including emerging communications trends and evolving audience behaviours.
- Experience leveraging data, analytics and audience insights to inform communications strategies, evaluate performance and drive continuous improvement.
- The ability to manage multiple priorities and respond effectively in a fast-changing environment.
- Strong people leadership skills with a demonstrated ability to develop teams and deliver results through others.
About Singapore Customs
Singapore Customs is a government agency under the Ministry of Finance. Re-constituted on 1 April 2003, Singapore Customs is the lead agency on trade facilitation and revenue enforcement matters. It is also responsible for the implementation of customs and trade enforcement measures including those related to Free Trade Agreements and strategic goods.
