Job summary

Optimum Solutions Pte Ltd is seeking a Finance ERP Functional Specialist to drive analysis, configuration, and governance across government finance workflows, including GL, AP, AR, and Asset Accounting.

You will lead workshops, validate requirements, and collaborate with vendors to deliver scalable ERP solutions using Oracle Fusion Finance or SAP S/4HANA Cloud while upholding GAAP/IFRS standards.

Qualifications

• Bachelor's degree in IT, CS, Business, Finance or related field.
• Demonstrated ownership and engineering standards; uplift team capability.
• Strong knowledge of GAAP/IFRS, financial statements, and reporting.

Responsibilities

• Analyse cross-financial processes (GL, AP, AR, Assets) and propose ERP-based solutions.
• Design future-state processes and standardise workflows via ERP capabilities.
• Lead requirements workshops and challenge legacy constraints to identify true needs.
• Configure and customise financial ERP components (COA, cost/profit centres, projects, rules).
• Develop financial reports and leverage AI for analytics; train users on new features.
• Ensure disciplined use of platform capabilities, including data models and integration connectors.
• Review vendor-delivered work and govern platform delivery; conduct technical reviews.
• Analyze defects across processes, configurations, integrations, and data; support continuous improvement.
• Act as in-house ERP specialist, reviewing solutions from system integrators and vendors.

Job description

• Conduct comprehensive business process analysis across finance workflows, including General Ledger, Accounts Payable, Accounts Receivable, and Asset Accounting, and propose ERP product-based solutions to improve efficiency.
• Analyse current-state processes and design future-state processes, identifying opportunities to simplify and standardise workflows through ERP platform capabilities and clean-core principles.
• Facilitate requirements workshops and stakeholder discussions, resolve conflicting requirements, and challenge legacy practices to distinguish genuine business and policy requirements from existing system constraints.
• Configure and customise Finance ERP components, including organisational and financial structures, Chart of Accounts, Cost Centres, Profit Centres, Projects, accounting rules, workflows, approval structures, business rules, and other core financial structures supporting government operations. Where appropriate, develop prototypes or proof-of-concepts to validate requirements and proposed solution approaches prior to implementation.
• Develop sophisticated financial reports and leverage artificial intelligence to support advanced analytics, while providing consultation and training to guide users on best practices and new functionalities.
• Apply platform-native capabilities in a disciplined and scalable manner, including data models, workflow engines, automation frameworks, permission models, integration connectors, and extension layers, as well as custom coding where required to support critical finance operations.
• Maintain accountability for platform delivery outcomes, including vendor-delivered work, and conduct technical reviews similar to pull request reviews used in software development.
• Analyse defects and production issues across business processes, configurations, integrations, and data, and support their resolution and ongoing continuous improvement.
• Serve as an in-house Finance ERP functional specialist, independently reviewing and challenging designs, configurations, customisations, and technical solutions proposed by system integrators and vendors.
• Contribute to building a sustainable in-house ERP capability, such as Centres of Excellence that establish platform standards across ministries and agencies, ensuring long-term knowledge and capability remain within government.

Qualifications

• Bachelor's degree in Information Technology, Computer Science, Business Administration, Finance, or a related field.

Required Skills

• Demonstrate strong ownership, independently manage moderately complex to advanced scopes, and contribute to maintaining strong engineering standards while uplifting team capabilities.
• Possess deep expertise in Agile practices and Oracle Fusion Finance, SAP S/4HANA Cloud, or equivalent major enterprise platforms, together with a strong understanding of GAAP/IFRS, financial statements, and reporting requirements.
• Possess strong technical proficiency in SAP S/4HANA, Oracle Fusion Finance, data migration, and troubleshooting, together with excellent business process analysis, project management, problem-solving, and communication skills. Certification in major finance ERP platforms, such as SAP or Oracle, will be an advantage.
• Experience demonstrating deep platform expertise and architectural thinking, together with a commitment to engineering excellence and continuous improvement, will be an advantage.
• Demonstrate the ability to lead and govern vendor delivery with technical authority, guiding vendors towards high-quality delivery while shaping how teams build and maintain platform components.
• Experience overseeing and governing enterprise platforms, providing senior technical leadership to vendor teams and system integrators, and ensuring seamless integration across complex government technology ecosystems.
• Experience working within the financial services industry, such as Banking or Insurance, will be an advantage.
