Job summary

Kwong Wai Shiu Hospital in Singapore seeks an Executive to lead Facilities Management & Development, ensuring safe, compliant, and well‑maintained buildings that support residents and staff.

You will oversee facilities development, budgeting, procurement, project management, technical oversight, and stakeholder engagement, coordinating with internal teams and external agencies to deliver projects on time and within budget. Strong leadership and hands-on execution are essential.

Responsibilities

• Project Planning & Design
• Develop conceptual designs for infrastructure projects, ensuring alignment with organizational goals and regulatory requirements.
• Conduct feasibility studies and space utilization analyses to optimize facility layouts and workflows.
• Prepare project estimated budgets and ensure cost-effective designs.
• Manage procurement processes, including tender preparation, evaluation, and contract negotiations with consultants and contractors.
• Oversee development projects, from inception to completion, ensuring timely delivery within budget.
• Coordinate with stakeholders, including internal departments and external agencies, to facilitate smooth project execution.
• Review and approve technical submissions, including method statements, material specifications, and construction schedules.
• Monitor construction activities to ensure adherence to design specifications.
• Engage with end-users to gather requirements and provide updates on project progress.
• Facilitate communication between multidisciplinary teams to ensure cohesive project development.
• Conduct regular inspections of the building and facilities to ensure they are in optimal working condition and meet standards set by authorities.
• Investigate equipment and system breakdowns, perform root cause analysis, and implement corrective actions to prevent recurrence.
• Coordinate contract administration, monitor work progress, and oversee installation and testing of systems and equipment.
• Ensure preventive maintenance contracts are renewed or secured before expiry of equipment warranties.
• Oversee outsourced M&E and security service providers, ensuring adherence to contract terms and service-level agreements.
• Manage and liaise with suppliers, vendors, and specialist contractors for M&E systems, medical equipment, and fitness devices.
• Perform any other duties as assigned.
