Job summary

Public Service Division (Singapore) invites applicants to join the Talent Management arm, focusing on scholarship holders within the Public Service. What The Role Is

The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. Under the Talent Management arm of the team, we formulate scholarship policies and oversee talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.

What You Will Be Working On

Responsibilities

  • Design and implement comprehensive development plans for the on-course scholarship holders and oversee their academic progress and participation in academic and non-academic programmes to ensure their holistic development.
  • Provide strategic mentorship and career guidance to on-course scholarship holders, helping them navigate their academic journey and future career paths in the Public Service.
  • Oversee, plan and execute high-signature scholarship events, ceremonies and developmental milestone programmes for on-course scholarship holders.
  • Develop expertise and specialist knowledge in careers in the Singapore Public Service, local and overseas tertiary education landscape, and various HR methodologies to develop top-tier talent for the Public Service.
  • Contribute to policy reviews and improvements in talent management frameworks
  • Manage essential administrative matters pertaining to the on-course scholarship holders including but not limited to their finances, legal agreements, and university relations.
Outreach & Engagement
  • Participate in outreach programmes to engage potential scholarship candidates, including overseas recruitment trips.
  • Organise and participate in overseas study trips to network with international stakeholders and partners in top universities.
Stakeholder Management and Partnerships
  • Collaborate extensively with internal stakeholders such as Leadership Development and Finance divisions, and Civil Service College.
  • Partner with other public agencies on cross-cutting initiatives such as talent management and mentoring initiatives.
  • Network with partners such as local and overseas tertiary institutions and build strong rapport with university partners.
  • Sharing of information and best practices in scholars’ development and scholarship administration with Public Service agencies.

The ideal candidate should possess basic appreciation of the strategic role, purpose, objectives and challenges of PSC’s Talent Management roles in the Public Service. In addition, we are looking for an individual who possesses the following:

  • [Talent Management] A good understanding of the talent needs in the Public Service. This includes the ability to implement talent management processes and initiatives to identify, engage and manage talents. You should be open to new ideas and approaches to talent development and be able to translate them into operational processes. You have experience in mentoring and managing talents in areas such as onboarding, training and development and managing their well-being.
  • [Thinking Clearly and Making Sound Judgements] The ability to think on your feet, adapt flexibly to different operating situations, navigate different viewpoints and work under pressure of seasonal tight deadlines.
  • [Working Effectively with Stakeholders] The ability to reach out, influence and mobilise internal and external stakeholders towards a common purpose; and engage them to better understand their needs and co-create solutions that work. You have experience designing and facilitating networking sessions and are a confident communicator who can interact with local and international partners to foster positive working relationships and identify opportunities for collaboration. You also possess strong interpersonal skills.
