Responsibilities

  • Conduct research and analysis on how AI and data improve operations, service delivery, risk management and capability.
  • Assess MOHH's current capabilities across data, technology, people, processes, governance and partnerships.
  • Analyze data and trends to identify capability gaps and improvement opportunities.
  • Prepare analyses on build/buy/partner/options considering cost, interoperability and risk.
  • Support strategy discussions with materials for prioritisation and decision-making.
  • Help develop MOHH's AI and data strategy, priorities and roadmap.
  • Maintain information on AI and data initiatives, including objectives, ownership, progress and risks.
  • Consolidate and analyze information from initiative owners to support portfolio reporting.
  • Prepare portfolio reports, management papers, presentations and briefing materials for decision-making.
  • Assist in establishing baselines and tracking adoption, capability development and value realisation.
  • Identify issues and shared dependencies across initiatives for management review.
  • Support implementation of governance policies, standards, processes and guidance materials.
  • Coordinate inputs from business, technology, cybersecurity, data protection, legal and other stakeholders.
  • Monitor governance and data quality issues and support remediation.
  • Support awareness and implementation of governance practices across processes.

SUMMARY OF THE ROLE

The Executive, AI and Data Strategy and Governance, supports MOHH's enterprise AI and data agenda across strategy, portfolio management and governance operations. The role contributes to portfolio monitoring, reporting and governance activities, and helps translate governance requirements into practical processes and governance practices. The incumbent will gather, analyse and maintain data, information and documentation required to support management reporting, decision-making and governance reviews.


This is a hands‑on role involving direct work with data and information sources. The incumbent will be expected to independently extract, clean, validate, analyse and present information required for reporting, portfolio oversight and governance activities. As part of a newly established function, the incumbent will have opportunities to contribute to the continuous improvement of the Office's processes, practices and ways of working.


JOB RESPONSIBILITIES

AI and Data Strategy Support


  • Conduct research and analysis on how AI and data may support improvements in operational effectiveness, service delivery, risk management and organisational capability.

  • Support assessments of MOHH's current capabilities across data, technology, people, operating processes, governance and partnerships.

  • Analyse data, information and trends to identify capability gaps, operational needs and improvement opportunities.

  • Support the preparation of analyses relating to options such as build, buy, partner, reuse or defer, taking into account cost, capability, interoperability and risk considerations.

  • Prepare analysis and materials to support strategy discussions, prioritisation and decision‑making.

  • Assist with the development and periodic review of MOHH's AI and data strategy, priorities and roadmap.


Portfolio Monitoring and Performance Reporting


  • Maintain information on MOHH's AI and data initiatives, including objectives, ownership, progress, outcomes, dependencies, risks and key decisions.

  • Gather, consolidate and analyse information from initiative owners to support portfolio monitoring and reporting.

  • Work directly with source data to prepare, clean, reconcile and validate information used in management reporting.

  • Prepare portfolio reports, management papers, presentations and briefing materials to support management discussions and decision‑making.

  • Support initiative owners in establishing baselines and tracking measures relating to adoption, capability development, operational outcomes and value realisation.

  • Analyse initiative proposals and progress updates to support assessment of business need, expected outcomes, delivery readiness and key trade‑offs.

  • Identify emerging issues, duplicated efforts and shared dependencies across initiatives, and highlight observations for management consideration.


AI and Data Governance Operations


  • Support the implementation of AI and data governance policies, standards, processes, templates and guidance materials.

  • Administer governance workflows relating to AI initiatives, including intake, assessment coordination, review routing, conditions tracking and lifecycle updates.

  • Maintain governance records and artefacts, including the AI Register, decision records, exceptions, incidents, material changes and remediation actions.

  • Support Business Owners, System Owners and Product Teams in understanding governance requirements and identifying appropriate evidence, controls and safeguards.

  • Coordinate inputs from business, technology, cybersecurity, data protection, legal and other stakeholders as part of governance reviews.

  • Support activities relating to data governance, including data ownership, definitions, documentation and data quality.

  • Monitor governance, data quality and control‑related issues, and support follow‑up and remediation activities where required.

  • Assist in reviewing governance processes and identifying opportunities to improve effectiveness, efficiency and proportionality.

  • Support awareness and implementation activities that embed AI and data governance practices within business and technology processes.


Management Forums and Secretariat Support


  • Support the secretariat functions of the AI and Data Oversight Committee (ADOC) and other relevant governance forums.

  • Coordinate meeting schedules, agenda planning, paper submissions and stakeholder engagements to support governance forums.

  • Review submissions to ensure that decision requests, supporting evidence, options, risks and recommendations are appropriately documented prior to tabling.

  • Prepare and consolidate materials required for management discussions and decision‑making.

  • Record meeting outcomes, decisions, action items and follow‑up requirements accurately and promptly.

  • Track action items and follow up with stakeholders to support timely completion or escalation where appropriate.


Research, Engagement and Capability Development


  • Monitor emerging developments, trends and practices relating to AI, data, governance and regulation, and summarise relevant implications for MOHH.

  • Support workshops, discussions and working sessions involving business, technology and governance stakeholders.

  • Assist in developing communications, guidance materials, examples and learning resources that support the responsible and effective use of AI and data.

  • Document lessons learnt, good practices and observations from initiatives, reviews and incidents to support organisational learning.

  • Build effective working relationships with stakeholders across different functions and levels of seniority.


JOB REQUIREMENTS

Education Requirement(s):


  • Bachelor's degree in a relevant discipline such as Computer Science, Data Science, Information Systems, Business Analytics, Engineering, Economics or a related field, with demonstrated analytical aptitude and practical data skills.


Key Qualities:


  • Strong analytical and problem‑solving skills, with the ability to work through ambiguity, evaluate evidence and identify practical solutions.

  • Practical data literacy, including the ability to locate, extract, clean, validate and present information from multiple sources.

  • Working understanding of AI, including agentic AI, and of associated opportunities, limitations and risks.

  • Strong written and verbal communication skills, with the ability to prepare clear reports, presentations and briefing materials, and engage effectively with stakeholders across business, technology and governance functions.

  • Good organisational and coordination skills, with strong attention to detail and the ability to manage multiple priorities and follow through on commitments.

  • Demonstrates sound judgement, professionalism and adaptability, and is comfortable working in a developing environment where processes and practices are still evolving.


Years of Experience Required:


  • Fresh graduates with strong academic, project or internship experience are welcome to apply.

  • Up to 3 years of relevant experience in business analysis, data and reporting, governance, risk, audit, transformation, portfolio management or related fields would be advantageous.

  • Experience in healthcare, the public sector or another regulated environment would be advantageous but is not essential.
