Job summary

Cambridge CARES in Singapore seeks a Research Ethics & Data Governance Manager to oversee governance across the BloodCounts!-AI4S programme, ensuring ethical, legal and regulatory compliance. You will coordinate IRB submissions, data handling, and governance training for investigators and collaborators.

Based mainly at CREATE Tower, NUS area, you will liaise with CARES partners, ensure policy adherence, and support audits and governance reporting for this multi-national initiative.

Qualifications

  • Must have excellent written and verbal communication skills to articulate technical information about ethics and data governance to different stakeholder groups.
  • A degree in a relevant discipline (life sciences, public health, law, or related field), or equivalent professional experience in research governance.
  • A PhD or postgraduate qualification in a clinical, biological or related field is desirable but not essential.
  • Demonstrable experience in research ethics and data governance, including preparing, submitting and managing ethics/IRB applications.
  • Working knowledge of the Singapore regulatory landscape for human biomedical research, including HBRA, PDPA, and relevant IRBs.
  • Understanding of data protection and governance frameworks across multiple jurisdictions (Singapore PDPA and UK GDPR/Data Protection Act 2018).
  • Experience interpreting and ensuring compliance with legal agreements such as data access/sharing agreements, collaboration agreements and MTAs.
  • Familiarity with governance processes for AI/ML models, including oversight of model development, validation, deployment, monitoring and documentation.
  • Excellent written and verbal communication skills, with the ability to articulate regulatory information to different stakeholder groups.
  • Strong organisational skills with ability to manage multiple deadlines, approvals and compliance obligations.

Responsibilities

  • Act as ethics and data governance representative for the BloodCounts!-AI4S study across collaborating organisations.
  • Be primary contact for investigators, collaborators, internal teams and participants on ethics/data governance queries.
  • Coordinate and support multi-disciplinary, multi-institutional BloodCounts!-AI4S research projects involving Singaporean and international partners.
  • Work with CARES leads to monitor data delivery and ensure regulatory compliance.
  • Coordinate research project activities and events and maintain site master files and study files.
  • Prepare, submit and maintain ethics/regulatory approvals and amendments for BloodCounts!-AI4S studies.
  • Assist with grant proposals and ensure NRF/institutional alignment.
  • Maintain records of data access and ensure researchers have appropriate ethical approvals.
  • Generate reports and present on ethics/data governance to the BloodCounts!-AI4S community.
  • Organise training and engage with CARES local and national governance bodies.
