Qualifications

  • Bachelor's or Master's in Environmental Science, OHS, Social Sciences, Engineering, Public Health, or related field.
  • 5-8 years in E&S/ESG risk management or OHS, ideally with exposure to international lender/investor E&S frameworks (e.g., IFC Performance Standards).
  • Healthcare or clinical operations experience strongly preferred.
  • Familiarity with Singapore regulations (NEA, MOM WSH Act, MOH licensing, PDPA).
  • Experience with Action Plans and investor/lender reporting cycles is a plus.
  • Strong project management and stakeholder skills; proficient in Word, Excel, PowerPoint.
  • High integrity and discretion; able to work cross-functionally with HR, Legal, Finance, Clinical teams.

Responsibilities

  • Maintain and improve the ESMS, covering risk assessment, management programs, training, stakeholder engagement, monitoring, and reporting.
  • Conduct or commission Environmental and Social Impact Assessments (ESIAs) for new facilities, expansions, or major operational changes.
  • Apply the mitigation hierarchy to manage risks to workers, patients, communities, and the environment.
  • Maintain an Action Plan tracking corrective measures, deadlines, and closure evidence.
  • Lead stakeholder engagement and grievance mechanisms, ensuring timely response to concerns.
  • Escalate material E&S risks and non-compliance issues to senior management.

About the Role

The E&S Manager designs, implements, and continuously improves the company's Environmental and Social Management System (ESMS) to identify and manage environmental and social risks across operations, focusing on: (1) Assessment and Management of E&S Risks and Impacts, (2) Labor and Working Conditions, (3) Resource Efficiency and Pollution Prevention, and (4) Community Health, Safety and Security. The role works closely with HR, Facilities, Clinical Operations, Legal, and Finance, and consolidates E&S performance data for periodic reporting to investors as required.

Key Responsibilities include:

1. Assessment and Management of E&S Risks and Impacts
  • Maintain and improve the ESMS, covering risk assessment, management programs, training, stakeholder engagement, monitoring, and reporting.
  • Conduct or commission Environmental and Social Impact Assessments (ESIAs) for new facilities, expansions, or major operational changes.
  • Apply the mitigation hierarchy (avoid, minimize, mitigate, compensate) to manage risks to workers, patients, communities, and the environment.
  • Maintain an Action Plan tracking corrective measures, deadlines, and closure evidence.
  • Lead stakeholder engagement and grievance mechanisms, ensuring timely response to concerns.
  • Escalate material E&S risks and non-compliance issues to senior management.
2. Labor and Working Conditions
  • Align HR policies and workplace practices with sound labor standards: fair treatment, non-discrimination, worker-management relations, Singapore employment law, and protection of vulnerable workers.
  • Partner with HR on a worker grievance mechanism, coordinated with community channels.
  • Oversee labor due diligence on contractors and agency staff (e.g., cleaning, security, facilities vendors).
  • Support occupational health and safety (OHS) programs, including PPE, infection control, and injury reporting.
3. Resource Efficiency and Pollution Prevention
  • Implement programs to reduce pollution, energy/water use, and GHG emissions across facilities.
  • Establish protocols for medical/clinical waste and hazardous materials in line with NEA/MOH requirements and relevant international guidelines.
  • Monitor utility consumption and pollution indicators; set and track facility-level efficiency targets.
  • Audit facilities and vendors (waste, laundry, sterilization) for pollution prevention compliance.
  • Review capital projects for resource efficiency and pollution risk at the design stage.
4. Community Health, Safety and Security
  • Assess and manage risks to patients and communities from operations, including infection control, security, and emergency preparedness.
  • Maintain Community Health and Safety Management Plans, including emergency response protocols.
  • Oversee security arrangements consistent with relevant human rights principles.
  • Manage community engagement and disclosure on health and safety matters.
  • Coordinate outbreak response plans and public health risk communication with Clinical Operations.
5. Investor and External Reporting

The substantive E&S work above is performed for the company; the role additionally consolidates performance data and prepares periodic reports for the company's investors and lenders, and coordinating information requests.
