Job summary

NEA National Environment Agency in Singapore seeks a qualified engineer to join the Carbon Mitigation Division (CMD) to develop and implement carbon mitigation measures for the industry sector, ensuring compliance with the Energy Conservation Act and the Carbon Pricing Act.

You will perform on-site inspections and desk-bound tasks while coordinating with industry partners to uphold national GHG reduction goals.

Qualifications

• Degree in Mechanical, Electrical or Chemical Engineering is preferred.
• Strong analytical and problem-solving abilities to resolve engineering-related issues.
• Excellent written and verbal communication skills; ability to prepare clear reports.

Responsibilities

• Implement regulatory requirements on energy management in the industry, including compliance with energy efficiency standards and emissions reporting.
• Enforce control measures for HFC mitigation by regulating high-GWP refrigerants in industry applications.
• Study and develop new strategies to mitigate HFC emissions and tighten energy efficiency standards for industrial equipment.
• Engage with industry partners, associations and agencies to operationalise regulatory control measures; perform on-site inspections and desk-bound work.

Job description

[What the role is]

Carbon Mitigation Division (CMD) administers regulations and programs to mitigate greenhouse gas (GHG) emissions from industrial facilities, households and the public sector in order to contribute to Singapore’s international obligations to address climate change.

[What you will be working on]

You will join a team of officers in CMD to develop and implement carbon mitigation measures in the industry sector, and ensure the industry's compliance with the Energy Conservation Act (ECA) and the Carbon Pricing Act (CPA). You will be responsible for the following areas:

• Implementing and enforcing regulatory requirements on energy management in the industry (e.g. compliance with Minimum Energy Efficiency Standards for industrial equipment, reporting on energy consumption and greenhouse gas emissions, energy efficiency opportunity assessments and energy efficiency implementation plans, etc.)


• Implementing and enforcing control measures to address Hydrofluorocarbon (HFC) mitigation through regulating the use of high Global Warming Potential (GWP) refrigerants for industry applications (e.g. water-cooled water chiller systems), to support national GHG emission abatement efforts


• Studying, developing and implementing new strategies and measures to mitigate HFC emissions and tighten energy efficiency standards for industrial equipment

Your work will also involve close engagement with relevant industry partners, associations and agencies to develop and operationalise regulatory control measures. The role involves both desk-bound work and on-site inspections. You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.

[What we are looking for]

• 1-3 years of working experience related to Heating, Ventilation and Air-Conditioning (HVAC), Industrial Energy Efficiency and/or GHG monitoring and abatement in the industry would be an advantage

• Good team player and strong interpersonal communication skills


• Good writing skills
