Jones Lang LaSalle (JLL) invites an experienced Director of Regional Vendor Management and Procurement for APAC to join our Singapore operations. You will shape unified procurement strategy, governance, and performance across FM categories, driving cost savings and ethical practice.

You will lead RFP execution, contract scoping, and supplier negotiations while managing offshore and regional teams to deliver continuous improvement and stakeholder alignment with client leadership.

Qualifications

• 10+ years in facilities, property management, strategic sourcing, or related leadership role.

What this job involves:

As Director of Regional Vendor Management and Procurement for a strategic enterprise account across APAC, you'll shape how JLL delivers future-proof, consistent, and scalable vendor services that enable exceptional workplace experiences. You'll own the unified strategy, operational governance, and performance of all procurement disciplines—ensuring vendor processes comply with JLL and Client agreements while meeting contractual KPIs that directly impact the account's Fee at Risk. This role is pivotal as JLL prepares for the upcoming RFP cycle through 2027/28, driving procurement excellence, operational efficiencies, and cost savings that set the foundation for long-term success. You'll lead strategic procurement planning, RFP execution, bid analysis, and contract governance while serving as the regional face of Vendor Management—the go-to expert when operations teams face vendor defaults, disputes, or service breaches. You'll collaborate with the Client Procurement Office, country operations leads, and the Minor Works Program team to build a robust vendor ecosystem grounded in accountability, innovation, sustainability, and ethical practice. What your day-to-day will look like:

Develop and execute a rolling 12-month and multi-year Regional Account Procurement Plan aligned with Client and JLL goals across all FM categories including M&E, Janitorial, Landscaping, and Specialized Services Lead country-level RFPs and RFQs to achieve savings targets, ensure timely contract renewals, and collaborate directly with the Client Procurement Office per contract thresholds Establish, scale, and govern the Vendor Management and Procurement framework across accountability, relationships, innovation, sustainability, scalability, and ethics pillars Establish, rollout, and govern standardized Scope of Work (SOW) templates across regional Integrated Facilities Management (IFM) service line, ensuring baseline consistency across all APAC country operations. Conduct recurring business reviews and scorecards for top 10 facilities subcontractors, perform supplier evaluations and compliance audits (insurance COIs, statutory wage/benefit compliance, labor law checks), and maintain a comprehensive regional FM Contract Database Partner with the Minor Works Programme Lead to enforce stage gates, pre-qualified contractor panels, competitive bid leveling, and contract drafting aligned with Client workplace services standards Monitor and analyze procurement spend through annual GL benchmarking (incorporating at least 3 external peer data points), implement cost control measures, and deliver formal Share of Savings initiative lifecycle management Enforce Principal Contractor delivery models across all subcontracts with back-to-back flow-down of MFSA standards, Client policies, Anti-Bribery/FCPA compliance, UK Modern Slavery Act requirements, and mandated insurance levels Directly manage the offshore VMP team (VMP Assistant in Malaysia and 1.5 outsourced headcount from JBS), standardize workflows, and delegate administrative tasks to preserve strategic focus Serve as the regional point of contact for operations leads during vendor defaults, contract disputes, or service level breaches, ensuring swift resolution and minimal operational disruption

Required qualifications:

• At least 10 years' relevant experience in facilities, property management, strategic sourcing, or related field in a senior leadership role
• Bachelor's or Master's degree in Business Administration, Supply Chain Management, Finance, or a related field
• Demonstrated experience operating across multi-country APAC jurisdictions (excluding India) with knowledge of regional vendor markets, labor laws, and cross-border regulatory nuances
• Strong negotiation skills with proven ability to develop and maintain strategic relationships with suppliers and manage principal contractor risk structures
• Excellent analytical and problem-solving abilities with experience in procurement cost benchmarking and operational savings realization
• High proficiency in cloud-based productivity tools and collaborative workplace platforms
• Strong leadership and team management skills with experience leading remote, offshore, and outsourced administrative support teams
• Excellent communication and interpersonal skills with ability to interact effectively with senior executive client leadership and manage conflict between client and firm requirements

Preferred qualifications:

• CIPS (Chartered Institute of Procurement & Supply) or CPSM (Certified Professional in Supply Management) certification
• Familiarity with IFM software and tools such as Corrigo CMMS, AdaptiveWork, JDE, PeopleSoft, or equivalent platforms
• Proven experience implementing digital procurement tools and technologies to automate processes, improve data analytics, and enhance decision-making
• Experience managing large-scale portfolios and navigating the cultural variety across Asia Pacific markets
• Track record of driving green and sustainable procurement initiatives aligned with corporate sustainability standards and Scope 3 emissions reductions
• High proficiency in Google Workspace suite (Google Docs, Sheets, Slides, Drive, Forms).
