Job summary

Tan Tock Seng Hospital in Singapore leads the HealthCity Novena Master Plan and now seeks an experienced leader to oversee the TTSH Medical Tower and related infrastructure.

You will coordinate MOHH Dev Sec, consultants and contractors, ensuring delivery in line with approved specifications, master programme, and regulatory requirements, while translating clinical needs into engineering and operating readiness.

Qualifications

• Bachelor-level degree in a built-environment discipline.
• 18–20 years in public sector infrastructure or healthcare facility development (DD) or 12–15 years (AD).
• Experience delivering major development projects from design to practical completion.
• Knowledge of PSSCOC, capital grant frameworks, BCA regulations, and healthcare infrastructure standards.
• Contract administration experience: variations, claims, extensions of time under PSSCOC or equivalent.

Responsibilities

• Lead full project lifecycle across design, construction, and post-construction phases.
• Translate clinical requirements into engineering and architectural outcomes; ensure MEP, structural, and medical systems meet standards.
• Monitor site progress, identify risks, and propose mitigations to protect the timeline.
• Review milestone documents and ensure records and approvals are audit-ready.
• Manage technical handover, defects rectification, and operation readiness on Day 1.
• Administer contracts per PSSCOC and government frameworks.
