Job summary

The Football Association of Singapore seeks a Director of Finance to provide strategic leadership across the finance function, including general ledger, receivables, payables, procurement and compliance. • Degree in Accounting, Finance or related discipline; professional qualification (CA, ACCA, CPA or equivalent) preferred.

• Lead and manage the Finance Department across GL, AR, AP, and Procurement & Compliance.
• Develop and execute the Finance Department's strategy and annual plans.
• Oversee monthly, quarterly and annual financial closes and statutory reporting; ensure compliance with SFRS and governance policies.

Job Summary

Reporting to the General Secretary, the Director, Finance is responsible for providing strategic leadership and oversight of the Association's Finance Department, encompassing the General Ledger, Accounts Receivable, Accounts Payable and Procurement & Compliance functions. The role ensures the integrity of financial reporting, sound financial governance, effective procurement practices, regulatory compliance and prudent stewardship of the Association's financial resources. The Finance Director partners with Management and EXCO to support strategic decision making, organisational sustainability and operational excellence.

Job Description

Financial Leadership

• Lead and manage the Finance Department, ensuring effective delivery across General Ledger, Accounts Receivable, Accounts Payable and Procurement & Compliance functions
• Develop and execute the Finance Department's strategy, objectives and annual work plans
• Provide financial advice and recommendations to the General Secretary, Management and EXC

Financial Reporting & Accounting

• Oversee the monthly, quarterly and annual financial closing process
• Review and approve management accounts, financial statements, grant reporting and EXCO reports
• Ensure compliance with SFRS, statutory requirements and organisational accounting policies
• Oversee cash flow, treasury and working capital management

Budgeting & Financial Planning

• Lead the annual budgeting and forecasting process
• Monitor organisational financial performance through budget versus actual analysis
• Provide financial insights to support strategic planning and resource allocation

Procurement & Compliance

• Provide strategic oversight of procurement and contract governance
• Ensure compliance with procurement policies, grant funding requirements and delegated approval authorities
• Review and endorse high-value procurement submissions and EXCO papers

Governance, Audit & Risk

• Lead internal and external audit engagements and ensure timely resolution of audit findings
• Strengthen financial governance, internal controls and enterprise risk management within the Finance function
• Ensure compliance with Sport Singapore, FIFA, AFC, IPC and other applicable regulatory and grant requirements

Leadership & People Management

• Lead, coach and develop Finance Managers and team members to build a highperforming finance function
• Establish departmental KPIs and monitor team performance
• Drive succession planning, capability development and a culture of continuous improvement

Systems & Transformation

• Champion finance digitalisation, ERP optimisation and process automation initiatives
• Lead finance transformation projects to improve efficiency, reporting quality and internal controls

Stakeholder Management

• Serve as the primary finance representative to auditors, banks, government agencies, funding bodies and key external stakeholders
• Partner with internal departments to provide strategic financial guidance and support organisational objectives

Other Duties

• Must be willing to work on match days, including weekends, in line with SPL, WPL, and National Team calendar
• Undertake any other duties assigned by the General Secretary or EXCO

Job Requirements

• Degree in Accounting, Finance or a related discipline. Professional qualification (CA, ACCA, CPA or equivalent) preferred
• Minimum 12 years of relevant finance and accounting experience, with proven experience in financial reporting, General Ledger, Accounts Payable, procurement governance and team leadership
• Strong knowledge of Singapore Financial Reporting Standards (SFRS), financial reporting, budgeting, internal controls and corporate governance
• Experience leading annual audits, statutory reporting, cash flow management and finance transformation initiatives
• Strong leadership, stakeholder management and people development skills
• Experience in the public sector, sports industry, non-profit or grant-funded environment will be an advantage
