Accountstaff (EA) is seeking a Director, Facilities Services to provide strategic and operational leadership for integrated facilities management across commercial, industrial, and institutional environments in Singapore. The role focuses on asset reliability, lifecycle management, regulatory compliance, and service quality with strong oversight of MEP systems.

The Director, Facilities Services will provide strategic and operational leadership in the delivery of integrated facilities management (IFM) services across commercial, industrial, and institutional environments. The role will oversee operational performance, asset reliability, lifecycle management, regulatory compliance, service quality, and client satisfaction, with strong technical oversight of MEP (Mechanical, Electrical & Plumbing) systems.
The successful candidate will lead the Facilities Management function by developing high-performing teams, implementing effective maintenance and asset management strategies, optimizing operational costs, driving sustainability initiatives, and promoting continuous improvement throughout the facilities lifecycle.
Provide strategic direction and leadership for integrated facilities management (IFM) operations, ensuring safe, reliable, compliant, and cost-efficient service delivery.
Lead the planning, mobilization, implementation, and ongoing enhancement of integrated facilities services, covering MEP, building operations, maintenance, specialist services, and soft services where required.
Develop and implement preventive, predictive, condition-based, and corrective maintenance programmes to enhance asset reliability, prolong asset lifespan, minimize downtime, and optimize lifecycle expenditure.
Oversee the operation and maintenance of critical building systems, including ACMV, electrical, plumbing and sanitary systems, fire protection, water systems, BMS, and other MEP infrastructure.
Lead and develop multidisciplinary Facilities Management teams by setting clear objectives, performance expectations, accountability measures, competency development, and succession plans.
Establish and track service standards, KPIs, SLAs, maintenance performance, customer satisfaction, and operational excellence across IFM contracts.
Oversee asset condition assessments, failure investigations, root cause analysis, reliability assessments, and lifecycle planning, including the development of asset replacement and capital improvement programmes.
Manage operational and capital expenditure, procurement activities, maintenance contracts, subcontractors, and vendor performance to meet service, quality, and financial objectives.
Strengthen contract management practices, including scope control, variation management, commercial performance, risk mitigation, and contract renewals.
Ensure compliance with relevant statutory and regulatory requirements, workplace safety standards, environmental obligations, and quality management systems.
Build and maintain effective relationships with clients, consultants, authorities, landlords, contractors, suppliers, and internal stakeholders.
Provide technical and operational oversight for maintenance works, upgrading projects, A&A works, asset enhancement initiatives, and other facilities-related projects.
Lead energy management, resource efficiency, sustainability programmes, carbon reduction efforts, and green building initiatives across facilities.
Identify and implement opportunities for automation, digitalization, predictive maintenance, CAFM/BMS optimization, and technology-driven facilities management solutions.
Develop and maintain effective emergency response, business continuity, crisis management, and operational resilience strategies.
Support business development initiatives through client presentations, solution development, tender submissions, technical proposals, contract renewals, and mobilization of new accounts.
Provide technical consultancy and strategic facilities management guidance to clients and senior management.
Promote a culture of continuous improvement, innovation, safety, service excellence, and customer focus across the Facilities Services function.
Degree or Diploma in Mechanical Engineering, Electrical Engineering, Building Services, Facilities Management, or a related field.
Minimum 15 years of relevant experience in Facilities Management, Integrated Facilities Management (IFM), MEP operations, building services, or a related environment, with demonstrated leadership experience.
Strong technical expertise in MEP systems, including ACMV, electrical, plumbing and sanitary systems, fire protection, water systems, BMS, and other critical building infrastructure.
Proven track record in managing IFM operations, multidisciplinary facilities teams, preventive and corrective maintenance programmes, service contracts, and external contractors or service providers.
Demonstrated experience in asset lifecycle management, asset condition assessment, reliability enhancement, CAPEX planning, and overall facilities optimization.
Good knowledge of statutory and regulatory requirements, workplace health and safety, risk management, and compliance matters relevant to facilities operations.
Experienced in managing budgets, procurement, contracts, vendors, KPIs, SLAs, and overall commercial performance.
Strong leadership and strategic planning capabilities, supported by sound problem-solving, commercial, negotiation, and stakeholder management skills.
Excellent communication and presentation abilities, with confidence in engaging clients, senior management, consultants, authorities, contractors, and operational teams.
Strong customer-focused and service-oriented mindset, with a proven ability to drive operational excellence, service quality, and continuous improvement.
