Job summary

Enterprise Singapore is seeking a (Senior) Development Partner to lead grant programme policy and design within the Grant Policy division. The role focuses on driving development and implementation of grant schemes, shaping partnership-driven policies and managing complex portfolios.

You will engage programme users and partners to gather feedback, refine scheme parameters, and ensure governance and accountability while tracking budgets and outcomes across multiple schemes.

• Proven ability to communicate clearly in writing and verbally
• Strong stakeholder engagement skills with diverse partners
• Experience in policy or programme management is advantageous

Responsibilities

• Spearhead management of selected grant schemes, serving as the go-to policy advisor for scheme design, implementation and ongoing refinement
• Engage EnterpriseSG's programme users and partners regularly to gather industry feedback and refine scheme parameters
• Scope and structure complex projects with grant users to align objectives with scheme intent
• Oversee the grant evaluation process to ensure robustness and fairness
• Balance impactful outcomes with governance, ensuring schemes remain effective and accountable
• Track scheme budget utilisation and cashflow planning for timely interventions
• Prepare reports on scheme utilisation and outcomes for MTI and MOF
• Lead periodic scheme reviews to ensure continued relevance to business needs

What you will be working on

• Lead periodic scheme reviews to ensure continued relevance to business needs

What we are looking for

• At least 2-3 years in a relevant policy or programme management role


• Strong written, communication and stakeholder engagement abilities


• Proficiency in MS Office (Excel, PowerPoint, Word, Outlook). Prior experience in other software such as SQL and Superset a bonus


• Adaptable, proactive and effective in navigating ambiguity and uncertainty


• A passion for public service, policy work and programme management
