Job summary

Ministry of Finance (Singapore) seeks a dynamic professional to strengthen grants governance through robust management processes and technology enablers. You will staff the inter-agency Grants Management Committee coordinating across the public sector and monitoring progress of initiatives.

The role requires financial insight, policy review skills, and strong stakeholder engagement to deploy governance enhancements and ensure sound controls across grant programmes.

Qualifications

• Background in finance, accounting and economics preferred.
• 2–10 years of experience in grant making, governance or controls.
• Ability to review policies, processes and practices.

Responsibilities

Job description

You will be part of a dynamic team to strengthen the governance of government grants through robust grant management processes and systems, stronger capabilities, and technology enablers. You will staff the inter-agency Grants Management Committee that coordinates efforts across the public sector and monitors the overall progress of initiatives to improve grants governance.

What you will be working on

The broad areas of responsibilities for the portfolio include the following:

• Engage and collaborate with the identified Sectoral Leads (MCCY, MSF, MOH, SSG, MTI, NRF and A*STAR) and Domain Leads (IRAS, CAD and GovTech) to develop/review and implement initiatives, frameworks and practices to improve grants management within each sector, as well as to build up capabilities;
• Staff the Grants Management Committee and coordinate efforts across domains, as well as monitor the overall implementation progress of initiatives to improve grants governance by the Sectoral and Domain Leads;
• Formulate and review policies to address emerging risks due to evolving grant landscapes and audit observations related to grants management;
• Collaborate with stakeholders to deploy technological solutions to enhance public sector agencies’ risk management efforts; and
• Undertake any other projects as assigned.

What we are looking for

• A background in finance, accounting and economics preferred
• 2 to 10 years of working experience in areas of grant making, governance and controls would be advantageous
• Keen interest in reviewing policies, processes and practices
• Good facilitation, negotiation and persuasion skills
• Possess strategic thinking, conceptual, analytical and planning skills
• Strong interpersonal and writing skills
• Ability to work both independently and as a good team player
