We are seeking an experienced Design Manager to lead design management for an LTA road and viaduct (design-and-build) project in Singapore. You will report to the Project Manager (with a dotted line to the Project Director) and act as the key interface between the Main Contractor, Design Consultant, LTA, Accredited Checker (AC), Qualified Persons (QP), specialist subcontractors, utility agencies and the construction team. This is a matrix role with no fixed direct reports. You will lead the design-management function and coordinate multidisciplinary design delivery across the project.
Responsibilities
- Design Management & Coordination
- Lead and manage the overall design process, programme and deliverables schedule for the project.
- Coordinate permanent and temporary works design across structural, geotechnical, road, drainage, utilities and M&E disciplines.
- Chair design coordination meetings and track closure of design actions and interfaces.
- Submission & Approval Management
- Manage design submissions to LTA, BCA, PUB, SCDF, SLA, NParks and other statutory authorities.
- Track submission status and approval timelines; ensure all authority comments and review feedback are incorporated and closed out.
- Coordinate responses to LTA comments and technical queries.
- Constructability & Site Support
- Review designs for constructability, buildability and safety-in-design, including precast handling, launching/gantry erection tolerances and works adjacent to live utilities.
- Provide technical support to site teams; manage RFIs, design changes, design deviations and as-built requirements.
- Identify, assess and mitigate design risks and design interfaces with adjacent contracts.
- Temporary Works Management
- Coordinate temporary works designs including excavation support systems, formwork and falsework, launching systems, lifting plans, traffic decking and temporary access structures.
- Ensure temporary works designs are properly checked, approved and implemented.
- Oversee BIM implementation and multidisciplinary design coordination.
- Ensure model and drawing consistency across disciplines; support clash detection and design coordination workshops.
Qualifications
- Bachelor's degree in civil or Structural Engineering recognised by the Professional Engineers Board (PEB), Singapore, or qualifications accepted by the Commissioner of Building Control for registration as a Resident Engineer.
Required Skills
- Minimum 10 years of civil engineering experience, with at least 10 years in the design and coordination of vehicular structures and road projects of a similar nature in Singapore.
- Proven experience managing design submissions and approval processes with LTA, BCA and other Singapore authorities.
- English is the working language (required); Mandarin is an advantage for coordination with group stakeholders.
Preferred Skills
- Professional Engineer (PE) registration with PEB is preferred.
