Job summary

people profilers pte. ltd. is seeking an experienced Senior Design Engineer/Resident Engineer to lead the Design and Technical Team on major infrastructure projects in Singapore.

You will coordinate multidisciplinary design, ensure adherence to client specifications and codes, and drive timely design resolutions across temporary and permanent works. Qualifications

• Recognised Degree in Civil Engineering recognised by the Professional Engineers Board (PEB), or a CBC-acceptable qualification for eligibility to apply as a Resident Engineer.
• Minimum 10 years of relevant experience in civil engineering and infrastructure projects, including at least 8 years of design experience in rail, road infrastructure & PUB projects.
• Proven experience coordinating design submissions to government authorities and regulatory requirements.
• Strong experience with Clients, Consultants, Contractors, and authorities, with knowledge of codes, standards, and regulatory requirements.
• Ability to provide sound technical direction and drive design coordination and resolution of multidisciplinary issues.
• Strong leadership, communication, coordination, and stakeholder management skills.
• Excellent problem-solving, analytical, and decision-making abilities.
• Meticulous, well-organised, proactive with strong planning and coordination skills.

Responsibilities

• Support the overall management and effective functioning of the Design and Technical Team for major infrastructure projects, providing technical expertise and ensuring design coordination and resolutions are developed per requirements.
• Coordinate closely with consultants and project stakeholders to facilitate an integrated, multidisciplinary design approach, ensuring compliance with requirements, regulations, and codes.
• Assist in the preparation, coordination, and monitoring of detailed design schedules and submission targets for temporary and permanent works, including ST submissions, ensuring timely submissions to authorities.
• Review and optimise design approaches and technical proposals to identify opportunities for constructability improvements and construction cost savings while maintaining quality and safety.
• Provide technical solutions for complex site issues and lead the resolution of design coordination issues arising during project execution.
• Provide technical input and support for project planning, scheduling, constructability, and execution strategies, aligning design with construction needs and milestones.
• Assist in guiding, coordinating, and allocating work to Senior Design Engineers and Design Engineers, ensuring deliverables meet requirements.
• Prepare and coordinate Site Construction and Design Coordination (SCD) documentation to facilitate consultants' input and resolution of site issues and changes.
• Monitor design progress and identify risks, escalating critical issues and supporting timely mitigation measures.
• Work closely with Project Management, Construction, and Design teams to ensure effective communication and integration between design development and site execution.

Job Responsibilities

• Support the overall management and effective functioning of the Design and Technical Team for major infrastructure projects, providing technical expertise and ensuring design coordination and resolutions are effectively developed in accordance with project requirements, client specifications, and applicable standards.

• Coordinate closely with consultants and project stakeholders to facilitate an integrated, multidisciplinary design approach, ensuring seamless coordination and compliance with project requirements, statutory regulations, and relevant codes and standards.

• Assist in the preparation, coordination, and monitoring of detailed design schedules and submission targets for temporary and permanent works, including ST submissions, ensuring timely submissions to the AC, Client, BCA, and other relevant authorities in line with the construction programme.

• Review and optimise design approaches and technical proposals to identify opportunities for constructability improvements and construction cost savings, while maintaining the required quality, safety, and performance standards.

• Provide technical solutions for complex site issues and construction challenges, and lead the resolution of technical discrepancies and design coordination issues arising during project execution.

• Provide technical input and support for project planning, scheduling, constructability, and execution strategies, ensuring design requirements are aligned with construction needs and project milestones.

• Assist in guiding, coordinating, and allocating work to Senior Design Engineers and Design Engineers, ensuring design deliverables and technical requirements are effectively managed to support project objectives.

• Prepare and coordinate Site Construction and Design Coordination (SCD) documentation to facilitate consultants' input, technical advice, and resolution of site issues, design changes, and construction-related matters.

• Monitor design progress and identify potential technical, coordination, and submission risks, escalating critical issues and supporting the implementation of timely mitigation measures.

• Work closely with the Project Management, Construction, and Design teams to ensure effective communication and integration between design development and site execution.

Job Requirements

• Recognised Degree in Civil Engineering recognised by the Professional Engineers Board (PEB), or a qualification acceptable to the Commissioner of Building Control (CBC) for eligibility to apply as a Resident Engineer. A recognised degree in a relevant discipline may also be considered, subject to the acceptance of the Engineer.

• Minimum 10 years of relevant experience in civil engineering and infrastructure projects, including at least 8 years of design experience in complex rail ,road infrastructure & PUB projects.

• Proven experience in coordinating and managing design submissions to government authorities and statutory agencies, with a strong understanding of regulatory requirements relating to project preparation, temporary works, permanent works, and enabling works.

• Strong experience in working with Clients, Consultants, Contractors, and relevant authorities, with a sound understanding of applicable codes of practice, technical standards, specifications, and regulatory requirements.

• Ability to provide sound technical direction and drive effective design coordination and resolution of multidisciplinary technical issues.

• Strong leadership, communication, coordination, and stakeholder management skills.

• Excellent problem-solving, analytical, and decision-making abilities, with the ability to assess complex technical issues, think logically, and make timely and effective decisions.

• Meticulous, well-organised, and proactive, with strong planning and coordination skills.
