Job summary

Singapore University of Technology and Design (SUTD) is seeking a seasoned IT Project Specialist to drive the design, development, implementation and maintenance of information systems.

You will manage project lifecycles from requirements through testing and deployment, collaborate with users and vendors, and prepare ITQ/tender specs while ensuring quality, standards and policy compliance across university IS projects.

Qualifications

• Degree in Computer Science or equivalent with at least 7 years of relevant experience.
• Project management experience across varied project sizes.
• Good knowledge of software services, cloud-based applications and experience in educational environments.
• Experience in software development and able to code in .NET and scripting.
• Experience in development and maintenance of APIs and integration using REST.
• Exposure to AI/ML concepts with practical application in software development.
• Experience integrating AI services into applications such as Azure AI or OpenAI APIs.
• Able to work with cross-functional departments and possess strong written and verbal communication.

Responsibilities

• Plan, design, implement and maintain IS projects end-to-end including requirements gathering, development, deployment, testing and support.
• Prepare ITQ/Tender specifications, conduct evaluations, recommendations and award papers ensuring deliverables meet standards and policies.
• Maintain project libraries and licenses for IS applications.

Job description

Reporting to the Senior Manager of Information Systems, the successful candidate will implement new and existing projects in the design, development, implementation and maintenance of information systems. The candidate will also be involved in the planning, execution and alignment of the IS systems to meet the university's short and long term needs.

What You Will Do

• You will work with users and vendors to conduct business and technical feasibility study based on the growing needs of the university. You will also manage the entire lifecycle of projects which include requirements/functional gathering, development/deployment, testing and technical supports.
• In addition, you will assist in preparing ITQ/ Tender specifications, conduct ITQ/ Tender evaluation, recommendation and award paper and ensuring that the project deliverables are of high quality and in conformance to the University’s standards, procedures and policies.
• You will also maintain the project libraries such as documentation and licenses for IS applications.

Qualifications & Requirements

• Preferably a Degree in Computer Science or equivalent with at least 7 years of relevant working experience, good understanding of the latest technology trends, good technical competencies and an analytical mind.
• Project management experience in working with teams of various project sizes.
• Good knowledge of software services, cloud-based applications and experience in supporting an educational environment. Experience in an institution environment would be an added advantage.
• Experience in software development and able to code in .NET, DB Trigger and Scripting.
• Experience in development and maintenance of APIs and integration services using modern architecture styles such as REST.
• Exposure to Artificial Intelligence (AI) and Machine Learning (ML) concepts, with practical application in software development.
• Exposure in integrating AI services into applications, such as Azure AI Services, OpenAI APIs, or similar platforms.
• Able to work well with cross-functional departments and have excellent written, communication and good interpersonal skills.
