Job summary

smrt tel pte. ltd. is seeking an experienced Engineering Maintenance Manager to supervise shift groups and lead a team of Assistant Engineers and Technical Officers.

You will ensure PM/CM work adheres to established procedures and manage quality and safety systems across the railway signaling domain. Responsibilities include planning staff development, risk assessments, PTW approvals, budget preparation, and liaison with cross-functional groups.

Qualifications

• Degree in Electrical or Electronics Engineering.
• At least 3 years as Assistant Engineer or equivalent with a Diploma.
• At least 7 years as Assistant Engineer or equivalent without a Diploma.

Responsibilities

• Supervise shift groups to ensure PM, CM, OH and IM works follow procedures.
• Lead team of Assistant Engineers and Technical Officers in tasks per procedures and instructions.
• Maintain Quality Assurance System in accordance with ISO and OHSAS standards.
• Plan training and development via IDP programme.
• Ensure safety procedures are followed at all times.
• Prepare reports required of Engineering Maintenance Manager.
• Ensure planned PM and CM are performed timely.
• Review signalling system performance and implement mitigations.
• Perform risk assessments of signalling maintenance work.
• Review and approve PTW for access to Signal Equipment Rooms and installation work.
• Manage and control maintenance spares.
• Represent Signal Branch in meetings with inter-functional groups & external parties.
• Prepare annual budget and track expenditure within allocated budgets for Capital & Operating accounts.
• Align staff with company Vision, Mission & Core Values through communications.

Job description

Responsibilities

• Supervise functions of shift groups ensuring that PM, CM, OH and IM works are executed in accordance to established standard procedures / requirements.
• Lead team of Assistant Engineers and Technical Officers in performing tasks in compliance with relevant procedures and instructions contained in Quality Procedures, Work Specifications, Work Instructions, Signal Standing Instructions and any relevant change instructions disseminated.
• Together with other EMMs and branch leaders, be responsible for the maintenance of Quality Assurance System in accordance with ISO and OHSAS standards.
• Plan for the training and development of staff to be competent and proficient in their respective areas of work and prepare them for career advancement through IDP programme.
• Monitor, review and re-align staff development and provide guidance to new staff on the job.
• Comply with and exercise safety at all times in accordance to all Safety Procedures.
• Responsible for the safety of self, peers at workplace; off and on trackside throughout working period.
• Complete the necessary reports required of Engineering Maintenance Manager.
• Ensure plan scheduled PM and CM are performed timely.
• Monitor, review and follow-up where appropriate, on signalling system and equipment performance under his/her charge.
• Perform periodic risk assessment of signalling maintenance work and implement mitigations.
• To perform failure trend analysis, evaluate failures and implement mitigations.
• To review and approve Permission To Work (PTW) for access to Signal Equipment Rooms and Installation work within the room.
• Manage and control of maintenance spares.
• Perform staff counselling as necessary and conduct staff appraisal sessions.
• Represent Signal Branch in meetings/presentations involving inter-functional groups & external parties.
• Prepare annual budget and ensure that expenditure are tracked and monitored so that they are within allocated financial budgets for both Capital & Operating accounts.
• Align staff with company Vision, Mission & Core Values through regular communications & sharing sessions on progress & development of rolled out plans.

Qualifications & Work Experience

• Degree in Electrical or Electronics Engineering, or
• Minimum 3 years’ experience as Assistant Engineer or equivalent in related field with Diploma in Electrical or Electronics Engineering
• Minimum 7 years’ experience as Assistant Engineer or equivalent in related field without Diploma in Electrical or Electronics Engineering
• Previous Railway System or related qualifications and/or working experience would be advantageous.
