Job summary

Recruit Express Pte Ltd is seeking an experienced Head of Procurement in Singapore to lead end-to-end procurement operations across the organisation and sector partners.

You will manage sourcing, tender evaluation, contract awards, administration, goods receipt and vendor performance, while driving governance and risk management. A strong track record in leadership, strategic sourcing and complex stakeholder engagement is essential.

Qualifications

• Degree in Business, Supply Chain Management, Procurement or related discipline.
• Minimum 10 years of procurement experience with at least 6 years in a managerial role.
• Experience leading a procurement department with end-to-end operations.
• Strong governance, sourcing, tender and contract management track record.
• Experience in complex, matrixed organisations with multiple stakeholders.
• Proven leadership, staff development and operational improvement capabilities.

Responsibilities

• Lead end-to-end procurement operations and contract management across the organisation and sector partners.
• Manage full procurement lifecycle: sourcing, tender evaluation, contract award, administration, goods receipt, vendor performance, renewals.
• Provide strategic leadership to the Procurement team and ensure timely delivery of activities.
• Review submissions, tenders and contracts for accuracy, compliance and audit readiness.
• Establish procurement governance frameworks, policies, procedures and internal controls.
• Ensure compliance with public-sector procurement policies and audit standards.
• Advise senior management on procurement strategies, tender frameworks and risks.
• Partner with divisions and external stakeholders to align procurement with objectives.
• Collaborate with Legal, Finance, Audit and Risk to strengthen governance.
• Drive continuous improvement to enhance efficiency, transparency, compliance and risk management.
• Leverage data and insights to support strategic decisions.

Job Responsibilities

• Lead and oversee end-to-end procurement operations and contract management across the organisation and its sector partners.

• Manage the full procurement lifecycle, including sourcing, tender evaluation, contract award, contract administration, goods receipt, vendor performance monitoring and renewals.

• Provide strategic leadership to the Procurement team, ensuring timely delivery of procurement activities and operational objectives.

• Review procurement submissions, tender evaluations and contract documentation to ensure accuracy, compliance and audit readiness.

• Establish and strengthen procurement governance frameworks, policies, procedures and internal controls.

• Ensure compliance with public-sector procurement policies, regulatory requirements and audit standards.

• Provide strategic advice to senior management and business stakeholders on procurement strategies, tender evaluation frameworks, contract management and procurement risks.

• Partner with internal business divisions and external stakeholders to ensure procurement activities align with organisational and sector objectives.

• Collaborate with Legal, Finance, Audit and Risk teams to strengthen procurement governance and safeguard organisational interests.

• Drive continuous improvement initiatives to enhance procurement efficiency, transparency, compliance and risk management.

• Leverage procurement data, performance indicators and insights to support strategic decision-making.

Requirements

• Degree in Business, Supply Chain Management, Procurement or related discipline.

• Minimum 10 years of relevant procurement experience, including at least 6 years in a management or leadership capacity.

• Proven experience managing a procurement department or sizeable procurement team, with responsibility for end-to-end procurement operations.

• Strong track record in procurement governance, strategic sourcing, tender management, contract management and vendor performance management.

• Experience operating in complex, matrixed organisations involving multiple internal and external stakeholders.

• Strong leadership capabilities with experience managing team performance, developing staff and driving operational improvements.

• Excellent analytical, problem-solving, negotiation and project management skills.

• Strong stakeholder management, communication and influencing skills.
