Job summary

The Ministry of Health is seeking a senior HR leader to manage the Corporate Human Resource Division and oversee MOH's HR Central function. You will drive HR operations, governance, systems, data and process transformation to strengthen operational effectiveness and employee experience.

You will work across HR operations, payroll, learning administration and employee records, delivering cross-functional initiatives and transformation in a fast-paced, multi-stakeholder environment.

Qualifications

  • Degree in any discipline.
  • Relevant qualifications in Human Resource Management, Business Administration, IT or related disciplines.
  • At least 12 years of relevant HR experience.
  • At least 5 years of leadership experience.
  • Experience leading cross-functional initiatives, process improvement and digitalisation.
  • Knowledge of governance, compliance, risk management and audits.
  • Proficiency in HR data management and HR systems implementation.

Job description

What the role is:

You will be part of the Corporate Human Resource (CHR) Division and lead MOH's HR Central function, overseeing a broad portfolio spanning HR operations, governance, systems, data and process transformation. You will work closely with HR teams, MOH divisions and Whole-of-Government partners to strengthen operational effectiveness, enhance employee experience and build future-ready HR capabilities in support of MOH's organisational objectives. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on:
  • Lead and oversee the delivery of HR operations across recruitment administration, employee lifecycle management, payroll and benefits administration, learning administration, and employee records management.
  • Provide leadership and direction to HR Central teams to ensure operational excellence, service quality and business continuity.
  • Strengthen governance, compliance, risk management and data stewardship in accordance with Public Service and MOH requirements.
  • Partner with HR teams, MOH divisions and Whole-of-Government agencies to implement policies, address operational challenges, and enhance service delivery and employee experience.
  • Drive process improvement, digitalisation, automation and AI-enabled initiatives to enhance productivity and organisational effectiveness.
  • Oversee HR systems, workforce reporting and data analytics to support informed decision-making and continuous improvement.
  • Lead organisational change initiatives and foster a culture of collaboration, innovation and continuous improvement.
What we are looking for:
  • Degree in any discipline.
  • Relevant academic background or professional qualifications in Human Resource Management, Business Administration, Information Technology or related disciplines.
  • At least 12 years of relevant experience in HR operations, employee lifecycle management, payroll and benefits administration, HR systems, governance, data management and/or related corporate functions.
  • At least 5 years of leadership experience, including managing teams, resources and operational functions in a complex organisation.
  • Demonstrated ability to lead organisation-wide or cross-functional initiatives involving process improvement, digitalisation, automation, change management or organisational transformation.
  • Strong track record in translating policies, guidelines and organisational requirements into operational processes and solutions.
  • Sound knowledge of governance, compliance, risk management, audit-related requirements and personnel security clearance processes in a regulated environment.
  • Proficiency in workforce reporting, HR data management, HR systems implementation and leveraging technology to improve operational effectiveness.
  • Strong leadership, stakeholder management and influencing skills, with the ability to work effectively across diverse teams and stakeholders.
  • Strategic thinker with sound judgement, strong analytical, problem-solving capabilities, effective communication skills and decision-making abilities.
  • Resilient and adaptable in navigating ambiguity, competing priorities and organisational change, while maintaining a strong commitment to continuous improvement and innovation.
